ՀՔԾ-ում քննվում են 6 քրգործեր` անհամաչափ ուժ կիրառելու, լրագրողների ու փաստաբանների աշխատանքը խոչընդոտելու դեպքերով

ՀՀ հատուկ քննչական ծառայությունում կատարվում են անհետաձգելի քննչական գործողություններ՝ քաղաքացիների նկատմամբ անհամաչափ ուժ կիրառելու, լրագրողների ու փաստաբանների աշխատանքը խոչընդոտելու դեպքերով մեղավոր անձանց շրջանակը պարզելու և քրեական պատասխանատվության ենթարկելու համար:

Ինչպես տեղեկացրին ՀՔԾ լրատվական ծառայությունից, 2016 թվականի օգոստոսի 12-ի դրությամբ՝ ՀՀ հատուկ քննչական ծառայությունում քննվում են թվով 6 քրեական գործեր՝ 2016թ. հուլիսի 17-ից 31-ն ընկածժամանակահատվածում, Մ. Խորենացի փողոցում, Ազատության հրապարակում և հարակից տարածքներում, Սարի թաղում, Գյումրի քաղաքի Թատերական հրապարակում, ինչպես նաև ոստիկանության Աշտարակի բաժնում ոստիկանության ծառայողների կողմից առերևույթ բռնության գործադրմամբ զուգորդված պաշտոնեական լիազորություններն անցնելու, պաշտոնեական դիրքն օգտագործելով՝ լրագրողների մասնագիտականօրինական գործունեությանը և փաստաբանների լիազորությունների իրականացմանը խոչընդոտելու դեպքերով:

Ըստ հաղորդումների՝ ոստիկանության ծառայողները հիշյալ օրերին հատուկ միջոցների գործադրման հետևանքով մարմնական վնասվածքներ ենպատճառել տարբեր անձանց, ՀՀ ոստիկանության ստորաբաժանումներ անձանց բերման ենթարկելիս և դրանից հետո նրանց նկատմամբ բռնություն ենգործադրել, պատճառել մարմնական վնասվածքներ, ինչպես նաև օրենքով նախատեսվածից ավելի ժամանակով ապօրինի պահել են այնտեղ՝ անձանցիրավունքներին և օրինական շահերին, հասարակության և պետության օրինական շահերին պատճառելով էական վնաս:

Բացի այդ, ոստիկանության ծառայողները, նույն միջոցառումներն իրականացնելիս իրենց պաշտոնեական դիրքն օգտագործելով, ենթադրաբարխոչընդոտել են լրագրողների մասնագիտական օրինական գործունեությանը և բերման ենթարկվածներին իրավաբանական օգնություն ցույց տալունպատակով ներկայացած փաստաբանների լիազորությունների իրականացմանը: Նկատի ունենալով գործերի առանձնակի բարդությունն ու մեծ ծավալը՝ ՀՀ հատուկ քննչական ծառայության պետի որոշմամբ նախաքննություն կատարելու համար կազմվելեն առանձին քննչական խմբեր: Քրեական գործերի շրջանակներում իրականացվում են անհետաձգելի քննչական և դատավարական գործողություններ՝ քաղաքացիների նկատմամբ անհամաչափ ուժ կիրառելու, լրագրողների մասնագիտական օրինական գործունեությանը և փաստաբանների լիազորությունների իրականացմանը խոչընդոտած ոստիկանության աշխատակիցների շրջանակը պարզելու և մեղավոր պաշտոնատար անձանց քրեական պատասխանատվության ենթարկելու համար: Թվով 6 քրեական գործերի շրջանակներում ուսումնասիրվում են նաև զանգվածային լրատվության միջոցներով տարածված՝ հիշյալ դեպքերին առնչվող բոլոր տեսաձայնագրություններն ու հրապարակումները, բոլոր դրվագներով տարվում է անաչառ, լրիվ և բազմակողմանի քննություն:

Հիշյալ քրեական գործերի շրջանակներում հարցաքննվել են բազմաթիվ քաղաքացիներ, լրագրողներ, փաստաբաններ, ոստիկանության ծառայողներ: Միաժամանակ, ՀՀ հատուկ քննչական ծառայությունը կոչ է անում հիշյալ դեպքերի ընթացքում տուժած քաղաքացիներին, փաստաբաններին,լրագրողներին (լրատվամիջոցներին) դիմել վարույթն իրականացնող մարմնին (Հասցեն՝ ք. Երևան, Վ. Վաղարշյան 13ա), առկայության դեպքումտրամադրել բռնության գործադրման, տեխնիկայի վնասման, մասնագիտական գործունեությանը խոչընդոտելու փաստերը հիմնավորողտեսաձայնագրառումները:

Քրեական գործերի նախաքննությունը շարունակվում է: Նախաքննության ընթացքի և միջանկյալ արդյունքների վերաբերյալ պարբերաբար կտրամադրվի լրացուցիչ տեղեկատվություն:
