Վենետիկի հանձնաժողովը և ԵԱՀԿ Ժողովրդավարական հաստատությունների և մարդու իրավունքների գրասենյակը օգոստոսի 19-ին Հայաստանի իշխանություններին են փոխանցել է փոփոխված Ընտրական օրենսգրքի վերաբերյալ իրենց համատեղ երկրորդ կարծիքը:

Այս մասին տեղեկացրին Եվ րոպայի խորհրդի մամուլի ծառայությունից:

Փաստաթղթում շեշտվում է, որ Ընտրական օրենսգրքում փոփոխությունների անհրաժեշտությունն առաջացել է 2015թ-ի դեկտեմբերին տեղի ունեցած սահմանադրական փոփոխությունների արդյունքում: «Չնայած, որ ընտրական համակարգն ամբողջովին նոր է, բարեփոխումներն առնչվում են այնպիսի կարևոր հարցերի, ինչպիսիք են ընտրողների ցուցակների ճշգրտությունը, որը նախկինում ևս շեշտվել է ԵԱՀԿ/ԺՀՄԻԳ-ի և Վենետիկի հանձնաժողովի առաջարկություններում:

Կարևոր է, որ 2016թ-ի մայիսի 25-ին նոր Ընտրական օրենսգրքի ընդունումը տեղի է ունեցել նշանակալի մեծամասնությամբ, ինչին հաջորդել է իշխող և ընդդիմադիր կուսակցությունների միջև համաձայնությունը` ընդլայնելու ժողովրդավարական ընտրությունների համար անհրաժեշտ նախապայմանները (ՏԻՄ ընտրությունները կանցկացվեն 2016թ-ի աշնանը, իսկ խորհրդարանական ընտրությունները 2017թ-ի գարնանը): Քաղաքացիական հասարակության կազմակերպությունները ևս կառուցողական կերպով ներգրավված են եղել բանակցություններում` չնայած, որ ի վերջո չեն ստորագրել վերջնական համաձայնագիրը:

Այն ստեղծել է հիմք, որպեսզի խորհրդարանը 2016թ-ի հունիսի 30-ին ընդունի Ընտրական օրենսգրքի փոփոխությունները, որոնք մասնավորապես առնչվում էին ընտրական գործընթացի վերահսկման մեջ նոր տեխնիկական միջոցների ներդրմանը` այն պայմանով, եթե ապահովվի համապատասխան ֆինանսավորումը: Այս փոփոխությունները կարող են դիտարկվել որպես նոր ընտրական համակարգի և ընթացակարգերի նկատմամբ հանրային վստահության բարձրացման ավելացման միջոցներ: Այս իրավիճակը ցույց է տալիս ինչպես իշխող մեծամասնության, այնպես էլ ընդդիմության կառուցողական մոտեցումը, ինչը կարող է խթանել նոր Ընտրական օրենսգրքի կենսագործմանը:

Վենետիկի հանձնաժողովը և ԵԱՀԿ/ԺՀՄԻԳ-ը իրենց աջակցությունն են հայտնում փոխզիջումային այս ոգուն և ցանկանում, որ այն տիրի նաև Ընտրական օրենսգրքի իրականացման և 2016թ-ի աշնանը նոր Կենտրոնական ընտրական հանձնաժողովի ընտրության ժամանակ»,- ընդգծվում է փաստաթղթում:
