ԿԲ-ն պարզաբանում է ՀՀ միջազգային ակտիվների նվազման պատճառը

ՀՀ միջազգային պահուստները 2016 թ. երկրորդ եռամսյակի ընթացքում նվազել են շուրջ 59 միլիոն ԱՄՆ դոլարով:

Ինչպես տեղեկացրին ԿԲ հասարակայնության հետ կապերի ծառայությունից, պահուստների մակարդակի նվազումը հիմնականում պայմանավորված էր շուրջ 46 միլիոն ԱՄՆ դոլարին համարժեք արտաքին պարտքի սպասարկման ծախսերով և Կենտրոնական բանկում ՀՀ առևտրային բանկերի թղթակցային հաշիվների մնացորդների շուրջ 116 միլիոն ԱՄՆ դոլարին համարժեք կրճատմամբ:

 «Եռամսյակի ընթացքում պահուստները համալրվել են հիմնականում ներբանկային շուկայում ՀՀ ԿԲ կողմից իրականացված 52.6 միլիոն ԱՄՆ դոլարի առքի և ստացված վարկերի, փոխառությունների և դրամաշնորհների հաշվին՝ շուրջ 31 միլոին ԱՄՆ դոլարին համարժեք: Առևտրային բանկերի թղթակցային հաշիվների մնացորդների փոփոխությունը թեև նշանակալի, այնուամենայնիվ, սովորական երևույթ է: Ինչպես հայտնի է, ՀՀ ԿԲ-ում առևտային բանկերի արտարժույթով թղթակցային հաշիվների նվազագույն մակարդակի պահանջ չկա, այդպիսով՝ այս միջոցների մակարդակն արտացոլում է համաշխարհային և ներք ին ներդրումային միջավայրի ազդեցության ներքո առևտային բանկերի ներդրումային որոշումները:

Արդյունքում այս մնացորդները խիստ տատանողական են, մասնավորապես` 2015 թ. ընթացքում դրանք աճել էին շուրջ 106 միլիոն ԱՄՆ դոլարով: 2016 թ. ապրիլից սկսած ՀՀ կենտրոնական բանկը պարբերաբար իրականացրել է և շարունակում է իրականացնել ԱՄՆ դոլարի առքի գործառնություններ՝ խուսափելով արտարժույթի շուկայում անցանկալի տատանումներից: Հարկ է նշել, որ արտարժույթի շուկայում ՀՀ ԿԲ կողմից ԱՄՆ դոլարի վաճառքի գործառնություններ իրականացվել են միայն հունվար-փետրվար ամիսներին՝ այդ ժամանակահատվածում դրամի փոխարժեքի վրա առկա սպեկուլյատիվ ճնշումները զսպելու նպատակով:

Նշենք, որ ՀՀ միջազգային պահուստների մակարդակը շարունակում է համապատասխանել միջազգային պրակտիկայում արտարժութային պահուստներին ներկայացվող բոլոր պահանջներին, մասնավորապես` հնարավոր արտաքին շոկերը կլանելու ՀՀ տնտեսության կարողությունը հավաստելու տեսանկյունից: Մասնավորապես` ՀՀ միջազգային պահուստները ապահովում են ներմուծման ավելի քան չորս ամսվա ծածկույթ և կարճաժամկետ (մինչև մեկ տարի) պարտավորությունների սպասարկման ավելի քան յոթ տարվա ծածկույթ»,-ասված է հաղորդագրության մեջ:
