Ուրուգվայի մայրաքաղաք Մոնտեվիդեոյում ուրբաթ օրը տեղի է ունեցել Լեռնային Ղարաբաղի Հանրապետության խնդիրներին նվիրված ֆորում: Միջոցառմանը մասնակցում էին հասարակական ակտիվիստներ, մտավորականության ներկայացուցիչներ, խորհրդարանի անդամներ, այդ թվում, սենատորներ Ռաֆայել Միշելինին, Ռուբեն Մարտինեզ Գուելմոն, պատգամավորներ Պաբլո Աբդալան, Սուսանա Պերեյրան եւ Դանիել Ռադիոն, ինչպես նաեւ իրավաբան Օսկար Լոպեզ Գոլդարասենան եւ Ուրուգվայի նախկին արտգործնախարարի տեղակալ Բելելա Էռերան:

Ֆորումի մասնակիցները ստորագրեցին հռչակագիր, համաձայն որի՝ մասնակիցների աշխատանքը ուղղված կլինի հօգուտ «Լեռնային Ղարաբաղի հիմնախնդրի խաղաղ կարգավորմանն» ու «ԼՂՀ բնակչության՝ իրենց նախնիների ազատ եւ ինքնիշխան հայրենիքը զարգացնելու իրավունքի պաշտպանությանն՝ առանց սպառնալիքների կամ բռնության»:

Փաստաթուղթը նույնպես հաստատում է «Եվրոպայում Անվտանգության եւ Համագործակցության Կազմակերպության միջնորդական ջանքերը՝ կոչ անելով միջազգային հանրությանը շարունակել աշխատել «համաձայնությունների պահպանման ապահովման, պատերազմական հռետորաբանությանը դադարեցման եւ նոր զինված բախումների արդյունքում ծագած վերքերի խորացումը կանխելու» ուղղությամբ:

«Մենք ցանկանում ենք հայտնել նրանց, որ Ուրուգվայում, որը հազարավոր կիլոմետրեր հեռու է գտնվում Ղարաբաղից, կան մարդիկ, որոնք անտարբեր չեն»,- հայտնեց պատգամավոր Ռադիոն հռչակագիրն ընթերցելուց հետո:

Շոշափելով հիմնախնդրի իրավական կողմը՝ իրավաբան Լոպեզ Գոլդարասենան նշեց. «Լեռնային Ղարաբաղի ժողովուրդն արդեն ինքնորոշվել է, քանզի նրանք ընտրել են ազատ ինքնիշխան պետության իրենց մոդելը»:

«Մենք սկիզբ ենք դնում մի նախագծի, որին հույս ունենք կհետեւի ողջ աշխարհը», -ասաց նախկին արտգործնախարար Էռերան:

Պատգամավոր Աբդալան նշեց, որ «այն ուղին, որը մեկնարկում է այսօր, վաղ թե ուշ կհանգեցնի Լեռնային Ղարաբաղի անկախությանը, ազատությանը եւ ինքնորոշմանը»:

Միջոցառման բացման խոսքով հանդես եկավ Ուրուգվայի Հայ դատի հանձնախմբի անդամ Վիգեն Բոյաջյանը, որը շնորհակալություն հայտնեց ֆորումի մասնակիցներին եւ կազմակերպիչներին:

Իր հերթին, ԱՄՆ-ում ԼՂՀ մշտական ներկայացուցիչ Ռոբերտ Ավետիսյանը կազմակերպիչներին փոխանցեց ԼՂՀ նախագահ Բակո Սահակյանի շնորհակալական հաղորդագրությունը:
