 Հայաստանի Հանրապետության կառավարությունը ԵԱՀԿ երևանյան գրասենյակի աջակցությամբ քայլեր է ձեռնարկում տեղեկատվության ոլորտի արդիականացման ուղղությամբ: Ինչպես հաղորդում է «Արմենպրես»-ը, սեպտեմբերի 6-ին տեղի ունեցավ Տեղեկատվության ազատության ոլորտի արդիականացման հայեցակարգի նախագծի աշխատանքային քննարկում:

Բացման խոսքով հանդես եկավ ՀՀ արդարադատության նախարարի տեղակալ Սուրեն Քրմոյանը: Նա ընդգծեց, որ հայեցակարգի մշակումը պայմանավորված է տեղեկատվության ազատության մասին օրենսդրության կատարելագործմամբ: «Հիմա մենք քննարկում ենք մի խնդիր, որն առնչվում է պետական մարմիններին: Շատ կարևոր է պետական մարմինների նկատմամբ վստահությունը, որում էական նշանակություն ունի պետական կառույցների աշխատանքի թափանցիկությունը: Քաղաքացին պետք է վստահ լինի, որ իր ձայնը լսելի կլինի պետական մարմինների մոտ, և որ ինքը կարող է մասնակցություն ունենալ պետական կառավարման գործընթացին: Այս ուղղությամբ արդարադատության նախարարությունն ահռելի աշխատանք է տանում: Մենք ստեղծել ենք էլեկտրոնային առցանց հարթակ, որտեղ պետության կողմից մշակված ցանկացած իրավական ակտ հանրային քննարկման կդրվի քաղաքացիական հասարակության ներկայացուցիչների մասնակցությամբ»,- նշեց Քրմոյանը:

Նա հավելեց, որ տեղեկատվության ազատության իրավունքն առաջին հերթին սահմանադրական իրավունք է, որն ամրագրված է ՀՀ Սահմանադրության մեջ: «Որպեսզի քաղաքացին կարողանա մասնակցել պետական կառավարմանը, նա պետք է տեղեկացված լինի: Քննարկման դրված հայեցակարգով մենք հենց այս խնդիրն ենք փորձում լուծել»,- եզրափակեց փոխնախարարը:

ԵԱՀԿ երևանյան գրասենյակի ժողովրդավարացման բաժնի ղեկավար Դեյվիդ Գուլլետն էլ ընդգծեց, որ տեղեկատվության մատչելիությունը ժողովրդավարության կարևոր տարրերից մեկն է: «Որպես ԵԱՀԿ և միջազգային այլ կառույցների անդամ երկիր՝ Հայաստանը պարտավորվել է իրացնել տեղեկատվության մատչելիության ապահովումը և միացել է մի շարք միջազգային փաստաթղթերի, որոնք ապահովում են դա: ԵԱՀԿ-ի, միջազգային այլ կառույցների կողմից մշակված փաստաթղթերում, Հելսինկյան եզրափակիչ ակտում շեշտվել են տեղեկատվության մատչելիության կարևորությունը կոռուպցիայի դեմ պայքա րի, ինչպես նաև պետական մարմինների աշխատանքի թափանցիկության ապահովման հարցում»,- ընդգծեց Գուլլետը:

Նա նշեց, որ ԵԱՀԿ երևանյան գրասենյակը սերտորեն համագործակցել է ՀՀ կառավարության և քաղաքացիական հասարակության հետ տեղեկատվության մատչելիության ապահովման հարցում: Դեյվիդ Գուլլետը ողջունեց վերջին շրջանում ՀՀ կառավարության կողմից ընդունած ենթաօրենսդրական ակտերը, որոնք նպաստել են պետական մարմինների կողմից հանրությանը տեղեկատվություն տրամադրելու մատչելիությանը:
