ԵԱՀԿ-ն քննարկել է Հայաստանում տեղեկատվության ազատության ոլորտի արդիականացման հարցը

ՀՀ արդարադատության նախարարությունը՝ ԵԱՀԿ երևանյան գրասենյակի հետ համատեղ, սեպտեմբերի 6-ին կազմակերպել է Տեղեկատվության ազատության ոլորտի արդիականացման հայեցակարգի նախագծի քննարկում:

Այս մասին տեղեկացրին ՀՀ արդարադատության նախարարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից:

Ողջունելով ներկաներին՝ արդարադատության նախարարի տեղակալ Սուրեն Քրմոյանը նշել է, որ հայեցակարգի հիմնական նպատակներից է տեղեկատվության ազատության ոլորտի հիմնախնդիրների վերհանումը և տեղեկատվության ազատության իրավունքի ապահովման համար երաշխիքների ամրագրումը: Փոխնախարարը հավելել է նաև, որ տեղեկատվության ազատության իրավունքը մարդու հիմնարար իրավունքներից է, որի պատշաճ օրենսդրական կարգավորման և իրականացման մեխանիզմների բացակայության պայմաններում մարդու համար էապես կդժվարանա նաև այլ իրավունքների իրացումը:

Նախարարի տեղակալը կարևորել է  նաև  պետական մարմինների նկատմամբ վստահության մակարդակի բարձրացմանն ուղղված միջոցառումների իրականացումը՝ այդ համատեքստում ընդգծելով պետական կառույցների կատարած աշխատանքների թափանցիկությունը:

Սուրեն Քրմոյանի խոսքով՝ յուրաքանչյուր քաղաքացի պետք է վստահ լինի, որ իր ձայնը լսելի է: «Այս ուղղությամբ Արդարադատության նախարարությունն ահռելի աշխատանք է տանում: Մենք ստեղծել ենք էլեկտրոնային առցանց հարթակ, որտեղ պետության կողմից մշակված ցանկացած իրավական ակտ հանրային քննարկման կդրվի քաղաքացիական հասարակության ներկայացուցիչների մասնակցությամբ»,- տեղեկացրել է փոխնախարարը:

Ըստ ԵԱՀԿ երևանյան գրասենյակի ժողովրդավարացման բաժնի ղեկավար Դեյվիդ Գուլլետտի՝ տեղեկատվության մատչելիությունը հանրային իրավունք է և գործուն ժողովրդավարության կարևոր տարր: Նա հավելել է , որ Հայաստանը, ԵԱՀԿ մասնակից երկիր և միջազգային կազմակերպությունների անդամ պետություն լինելով, պարտավորվել է երաշխավորելու տեղեկատվության մատչելիության իրավունքը՝ վավերացնելով մի շարք առանցքային, միջազգային փաստաթղթեր, որոնք ամրապնդում են այդ իրավունքի անարգել իրականացումը:

Անդրադառնալով հայեցակարգին ՝ Գուլլետտն ընդգծել է ,որ այն կամրապնդի կարգավորիչ դաշտը, որով կապահովվի պետական մարմինների կողմից ակտիվորեն տեղեկությունների հրապարակումը, տեղեկություններ ստանալու հետ կապված էլեկտրոնային հարցումներին սահմանված ժամկետում արձագանքելը, կնպաստի տեղեկատվության համար պատասխանատու աշխատակիցների պարտականությունների հստակեցմանը, ինչպես նաև Տեղեկատվության ազատության պատասխանատու լիազոր մարմնի ստեղծմանը:

Հանրային քննարկման ընթացքում քաղաքացիական հասարակության ներկայացուցիչների և այլ շահագրգիռ կողմերի հետ քննարկվել են Տեղեկատվության ազատության ոլորտի արդիականացման հայեցակարգի նախագծին վերաբերող մի շարք հարցեր:
