Արցախի Հանրապետության Ազգային ժողովին կից երիտասարդական խորհրդարանում սեպտեմբերի 14-ին հյուրընկալել են միջազգային իրավունքի մասնագետ, Համբուրգի համալսարանի պրոֆեսոր Օտտո Լյուխտերհանդտին:

Այս մասին տեղեկացրին ԼՂՀ Ազգային ժողովի մամուլի ծառայությունից:

Պրոֆեսոր Լյուխտերհանդտը, ում գիտական հետաքրքրությունը Ղարաբաղի ու նրա ժողովրդի ինքնորոշման իրավունքի հանդեպ սկսվել է դեռեւս 1992 թվականին, Երիտխորհրդարանի անդամների համար հանդես է եկել զեկույցով՝ «Ադրբեջանի բլիցկրիգն ընդդեմ Արցախի եւ միջազգային իրավունքը» թեմայով:

Գերմանացի պրոֆեսորը նշել է, որ Արցախի Հանրապետությունը, միջազգային իրավական ճանաչում չունենալով հանդերձ, լիովին համապատասխանում է պետության սահմանման բոլոր չափանիշներին եւ անկախության այս տարիներին ապացուցել է իր կենսունակությունը:

Օտտո Լյուխտերհանդտն ընդգծել է, որ միջազգային իրավունքի հիմնարար սկզբունքները տարածվում են միջազգային հարաբերությունների բոլոր սուբյեկտների հանդեպ՝ անկախ նրանց ճանաչման կարգավիճակից, եւ ապրիլին Արցախի դեմ նախաձեռնած պատերազմով Ադրբեջանը կոպտորեն խախտել է միջազգային իրավունքի մի քանի հիմնարար սկզբունքներ, մասնավորապես ուժի եւ ուժի սպառնալիքի չկիրառման սկզբունքը: Պրոֆեսոր Լյուխտերհանդտի խոսքով ապրիլյան պատերազմն Ադրբեջանի կողմից Արցախի ժողովրդի նկատմամբ ագրեսիայի ակտ էր, որի ամբողջ պատասխանատվությունը Բաքվի քաղաքական ղեկավարության վրա է:

Այնուհետեւ Երիտասարդական խորհրդարանի անդամները հետաքրքրվել են միջազգային իրավունքի հիմնարար սկզբունքների համատեքստում ադրբեջանա-ղարաբաղյան հակամարտության կարգավորման հնարավոր տեսլականի, Արցախի եւ հետխորհրդային տարածքի մյուս չճանաչված պետությունների իրավական հիմքերի համեմատական վերլուծության եւ միջազգային հանրային իրավունքի հետ կապված այլ հարցերով:
