Ազգային ժողովում վերջին տարիներին նկատվում է օրակարգի հարցերի քննարկման ձգձգումներ։ Առաջին հայացքից կարող է տպավորություն ստեղծվել, թե սա բացասական երևույթ է։ Սակայն ԱԺ-ում աշխատող լրագրողները նկատել են, որ դա արդյունք է ԱԺ բերված օրենքների ամենայն մանրամասնությամբ քննարկման։ Սա իսկապես կարևոր գործ է, քանի որ, ինչպես նկատելի է, ցանկացած նախագիծ քննարկվում է այնքան մանրամասնությամբ, որ կարող է տևել ամիսներ։ Ակնհայտ է, որ լավ քննարկված նախագիծն էլ հնարավորություն ունի դառնալու լավագույն օրենք։ Ակնհայտ է նաև, որ Ազգային ժողովում ընդդիմություն և իշխանություն այսպիսի լայն քննարկումները ժամանակին ընդամենը հույս էին։ Այսօր, փաստորեն, հույսերն ինչ-որ չափով արդարանում են։ Ազնվությունը ստիպում է ընդգձել, որ ԱԺ-ն անհամեմատ պրոֆեսիոնալ դարձավ հենց այս ընթացքում, երբ պատգամավորը գիտե, որ օրենքի նախագծի շուրջ կարող է ասելիքը հասցնել տեղ ու ստանալ անհրաժեշտ կամ գոնե ցանկալի արդյունք։

Այսօր ԱԺ-ում ավարտվեց հերթական արտահերթ նիստը՝ ի թիվս բազմաթիվ հարցերի քննարկվում էր նաև Հարկային նոր օրենսգրքի նախագծի երկրորդ ընթերցմամբ ընդունելու հարցը:

Հիմնական զեկուցող Պետական եկամուտների կոմիտեի փոխնախագահ Վախթանգ Միրումյանը ընդգծեց, որ առաջինից երկրորդ ընթերցում ընկած ժամանակահատվածում բազմաթիվ առաջարկություններ են ստացվել պատգամավորներից և գործարարներից, կառավարությունում քննարկումների ժամանակ նոր առաջարկություններ են ձևավորվել, որոնց հիման վրա նախագիծն էապես լրամշակվել է: Պատգամավորների առաջարկությունների գերակշիռ մասն ամբողջությամբ ու մասնակիորեն ընդունվել են:

Եվ սա առաջին դեպքը չէ, երբ երկար ու հանգամանալից քննարկումներից հետո կողմերը գալիս են մեկ հայտարարի և արդեն իսկ խոսում են լրամշակված նախագծերի մասին:

Այլևս չենք զարմանում, երբ զեկուցողները ամբիոնից փաստացի տվյալներ են ներկայացնում, խոսում դիպուկ ու դիպուկ խնդիրներ էլ վեր հանում:

Չենք զարմանում, երբ մեկն անկաշկանդ իր բացասական կարծիքն է հայտնում և տեղում պատասխան ստանում խնդրի հասցեատիրոջից…

Անցել են ժամանակները, երբ օրենսդրում օրենքը քննարկվում էր կայծակնային արագությամբ, կայծակնային արագությամբ էլ մերժվում կամ ընդունվում՝ հազար ու մի բաց մի կողմ թողնելով:

Էականորեն պակասել են խոսակցությունները բացասականի մասին, երբ դեռ հատ ու կենտ պատգամավոր շտապում են բացակա ընկերոջ փոխարեն քվերակել կամ դիվիդենտ շահել՝ մի քանի թթու խոսք հպարտ տոնով ասելու շնորհիվ:

Դա արդեն անհատական բնույթի հարցեր են, դա արդեն անհատի վարքագծի մասին է պատմում: Անհատներ, որ կան թե դիմության, թե ընդդիմության շարքերում:

Մեկ-երկու քայլ, որ կարելի է անել մինչ տարեվերջ և արդեն կարող ենք խոսել ամբողջական բարեփոխված ԱԺ-ի մասին և երազել, որ 2017-ին մենք ոչ թե հետ քայլ կանենք, այլ կշարունակենք ճիշտ աշխատանքը:
