ՀՀ ԿԱ ՊԵԿ նախկին նախագահ Հովհաննես Հովսեփյանը, թեև երեք օր առաջ էր պարգևատրվել ԱՊՀ անդամ պետությունների հարկային ծառայությունների համագործակցության ամրապնդման և զարգացման գործում ցուցաբերած ակտիվ աշխատանքի համար պատվոգրով և հուշամեդալ ստացել Ղազախստանի իր նախկին պաշտոնակցից՝ Դաուլետ Երգոժինից, բայց դրսում «բարձր» գնահատականի արժանացած Հ. Հովսեփյանի ակտիվ աշխատանքն այդպես էլ բարձր չգնահատվեց տեղում և ոչ էլ պարգևներն օգնեցին խուսափել պաշտոնանկությունից:

Նրան չփրկեց նաև Ռուսաստանում լուրջ բիզնեսներ ունեցող եղբայրը, որն այդքան շռայլ էր Հովսեփյանի հանդեպ, որ ոչ միայն միլիոնավոր դոլարներ էր նվիրաբերում եղբորը, այլև թանկարժեք «Մերսեդես S 500» ավտոմեքենա, որն, ի դեպ, ավելի թանկ արժե, քան նախագահ Սարգսյանին սպասարկող «Մերսեդեսը»:

Մամուլի հրապարակումների համաձայն՝ Հովսեփյանի եղբայրը նրա գործերը «դասավորելու» համար նույնիսկ Հայաստան էր եկել և հանդիպել ՀՀ նախագահի հետ՝ խոստանալով, որ առաջիկայում ամեն ինչ կանի, որ Ռուսաստանից նոր ներդրումներ լինեն: Բայց պարզվեց, որ նորանշանակ վարչապետը հաստատակամ է իր որոշման մեջ, և Կարեն Կարապետյանին ո՛չ նրա եղբոր փողերն են հարկավոր, ո՛չ էլ Հովսեփյանների ներդրումները:

Հոկտեմբերի 10-ին Սերժ Սարգսյանի հրամանագրով Հովհաննես Հովսեփյանն ազատվեց իր զբաղեցրած պաշտոնից և նրան փոխարինելու եկավ Վարդան Հարությունյանը: Փաստորեն, Հովսեփյանի՝ պաշտոնում մնալու համառ ջանքերն արդյունք չտվեցին և նա նույնպես պաշտոնաթող շատ բարձրաստիճան պաշտոնյաների նման համալրեց գործազուրկների բանակը:

Այս ամենի մեջ, սակայն, հեռվում նշմարվող մի լուսավոր կետ է կարծես առկայծում, որը հույս է արթնացնում, որ նորանշանակ միլիոնատեր նախարարներով համալրված կառավարության անդամները ո՛չ նախորդների նման բյուջեն լվանալով կզբաղվեն, ո՛չ կխառնվեն մութ ու կեղտոտ գործերի: Բայց դրա փոխարեն նրանք նաև պետք է ամեն ինչ անեն, որ իրենց բարի համբավը չարատավորվի, ինչի մասին ակնարկում էր Սերժ Սարգսյանը կառավարության նիստի ժամանակ:

Իսկապես, գուցե շատերը դեռ չեն պատկերացնում, թե ինչ փոփոխություններ են դեռ տեղի ունենալու, թե երկրի իշխանական վերնախավում տեղի ունեցող այս տեկտոնական խզվածքների հետևանքով քանի բալանոց երկրաշարժ կլինի ու դրա հետևանքով քանի մարդ կմնա փլատակների տակ ու քանիսին կփրկեն «փրկարարները»։
