ՀՀ կրթության և գիտության նախարար Լևոն Մկրտչյանը հոկտեմբերի 11-ին աշխատանքային հանդիպում է ունեցել ՀՀ ոչ պետական հանրակրթական ուսումնական հաստատությունների տնօրենների հետ: Հանդիպման նպատակն էր՝ քննարկել վերոնշյալ ոլորտում առկա հիմնախնդիրները, լսել տնօրեններին հուզող հարցերը և դրանց լուծման ուղիները:

Այս մասին տեղեկացրին ՀՀ կրթության և գիտության նախարարության հասարակայնության հետ կապերի և տեղեկատվության վարչությունից:

«Անկախացման տարիներին՝ ոչ պետական կրթական համակարգի ձևավորման հիմքում չդրվեց մեծ գաղափարախոսություն, այլ առաջնային էին լիբերալ սկզբունքները՝ հավասարությունը, ազատությունը: Երբ այս խնդրում կարևորվեց որակյալ կրթության գաղափարը, կանգնեցինք փաստի առջև, մասնավորապես, դաշտը լցված էր և՛ որակյալ, և՛ անորակ ուսհաստատություններով ինչպես բարձրագույն, այնպես էլ հանրակրթության ոլորտում:

Ցավոք, մինչ այսօր խնդրին լուծում չի տրվել. որոշ անբարեխիղճ ուսհաստատությունների պատճառով ընդհանուր տպավորություն է ստեղծվել, որ ոչ պետական կրթական համա կարգն իրեն չի արդարացնում:

Իհարկե, խոսքը նախևառաջ վերաբերում է բուհերին: Սակայն իրականությունն այն է, որ թե՛ հանրակրթության, թե՛ մասնագիտական կրթության ոլորտում մենք այսօր ունենք բարձր որակ ապահովող հաստատություններ: Այս իմաստով ցանկանում եմ ևս մեկ անգամ շեշտել, որ ոլորտում որակը դարձնելով հիմնական չափանիշ՝ դրա հենքի վրա ենք կառուցելու հետագա ողջ ռազմավարությունը և միայն այդ դեպքում պետության կողմից կլինի հնարավորինս լայն աջակցություն ու պետական մասնակցությամբ համատեղ ծրագրեր»,-նշել է նախարարը և  հավելել. «Հատկապես ավագ դպ րոցում ցանկալի կլինի, որ հիմնական ուղղությունը միտված լինի դեպի մասնագիտացումներ, որը կլուծի մասնագիտական կողմնորոշման խնդիրը, ինչպես նաև դպրոցին հնարավորություն կտրվի՝ որևէ կոնկրետ ուղղությամբ խորանալ»,-նշել է նախարարը:

Հանդիպման մասնակիցներն իրենց հերթին նախարարին են ներկայացրել ոլորտում առկա հիմնախնդիրները և զարգացման ուղիները: Նրանք, մասնավորապես, բարձրացրել են տարրական դասարանի դասագրքերի, ֆինանսավորման նոր մեխանիզմների ներդրման, ուսուցիչների վերապատրաստման, նրանց սոցիալական ապահովության և այլ հարցեր: Տնօրենները համակարծիք էին, որ անհրաժեշտ է ստեղծել պետական ուսհաստատությունների հետ հավասար մրցակցային  պայմաններ:
Հանդիպման ավարտին պայմանավորվածություն է ձեռքբերվել՝  ստեղծել աշխատանքային խումբ, որը կքննարկի վերոնշյալ հարցերը և նախարարին կներկայացնի խնդիրների  լուծման ուղիները: Բացի այդ, առաջարկվել է պարբերաբար նմանատիպ հանդիպումներ կազմակերպել:
