ԵԽ հանձնակատարը չեղյալ է հայտարարել ՌԴ այցը՝ ծրագրում ՌԴ իշխանությունների սահմանափակումների պատճառով

Եվրոպայի խորհրդի մարդու իրավունքների հարցերով հանձնակատար Նիլս Մյուժնիեկսը չեղյալ է հայտարարել Ռուսաստանի Դաշնություն նախատեսված այցը՝ ՌԴ իշխանությունների կողմից հանձնակատարի ծրագրում մտցված մի շարք սահմանափակումների պատճառով։ Այցը նախատեսված էր հոկտեմբերի 3-րդ շաբաթում։

Հանձնակատարը տարածած հայտարարության մեջ նշում է, որ վերջին ամիսներին քննարկում էր ՌԴ իշխանությունների հետ ՌԴ կատարելիք այցը, որը պետք է կենտրոնանար մարդու իրավունքների մի քանի խնդիրների վրա։

Հանձնակատարը մեծ հիասթափությամբ նշում է, որ պետք է չեղյալ հայտարարի այցը՝ ՌԴ իշխանությունների կողմից իր ծրագրում սահմանափակումներ կատարելու պարտադրանքի պատճառով։

Սահմանափակումներով Մյուժնիեկսը կարող էր Մոսկվայում աշխատել միայն 1 ամբողջական աշխատանքային օր, ինչը, ըստ հանձնակատարի, թույլ չէր տա  իրականացնել ըստ էության այցելություններ, ինչպես արվում է ԵԽ անդամ մյուս երկրներ, որտեղ անցկացվում են հանդիպումներ իշխանությունների, մարդու իրավունքների ազգային ինստիտուտների, քաղաքացիական հասարակության և այլ շահագրգիռ կողմերի հետ։

«Իմ աշխատանքի առանցքային տարրն այն է, որ ես բոլոր երկրներին վերաբերվում եմ միևնույն չափանիշներով։ ՌԴ իշխանությունների կողմից առաջարկվող հատուկ պայմաններին համաձայնելը կլիներ անարդար ու անարդյունավետ՝  ՌԴ-ում մարդու իրավունքների  պաշտպանության համար»,-ասում է հանձնակատարը։
Նիլս Մյուժնիեկսը հույս է հայտնում, որ ՌԴ-ն կփոխի իր դիրքորոշումը և կվերականգնի լիարժեք համագործակցությունը մարդու իրավունքների հանձնակատարի գրասենյակի հետ։

«Միևնույն ժամանակ ես կշարունակեմ հետևել ՌԴ-ում մարդու իրավունքների իրավիճակին հեռվից՝ աշխատելով համապատասխան գործընկերների հետ, ինչպես անհրաժեշտ է ու պատշաճ»,-ասում է հանձնակատարը։
