Կանխավճարները, հավելավճարները ու էլի նման թվագրությունները, որոնք գոյանում էին հարկային տեսուչների եղբայրական խնդրանքի արդյունքում ու հետո գնում, խառնվում էին ընդհանուր «կաթսային», դառնալով անհասկանալի թվերի մի զանգված, ոչ միայն բեռ էին պետբյուջեի համար, այլև սովորական տնտեսվարողների: Իրականում դրանից նույնիսկ ՊԵԿ-ն էլ սկսել էր գլուխ չհանել: Իր թվագրությունների մեջ այնքան էր խճճվել, որ սկսել էր մի քանի զրո ավել ու պակաս թվեր նկարել՝ միլիոնը միլիարդի հետ շփոթել, hետո ամիսներ անց դրանք «ճշգրտել» ու շատ հանգիստ տոնով հայտարարել, թե տնտեսվարողները սխալ թվեր էին ներկայացրել՝ երեք զրոյով ավել էին հաշվետվությունները լրացրել:

Ու այդպես էլ պարզ չդարձավ, թե այդ զրոների զավեշտից հետո ՊԵԿ-ում ուրիշ էլ ինչ հայտնագործություններ եղան, բայց այն, որ կառույցը երբեք էլ չդադարեց սովորական տնտեսվարողների հետ իր ունեցած «թուր ու թվանքն» օգտագործելով ՓՄՁ-ներից գումարներ կտրելն ու բյուջեն լցնելու իր որդեգրած ուղին շարունակելը, փաստ է: Իհարկե, սրանով միայն չէր սկսվում ու ավարտվում բյուջե «լցնելու» ՊԵԿ-ի հնարած «նորամուծությունների» շարքը: Դրանից բացի, ընդունված կարգի համաձայն, հաշվետվություններ ներկայացնելու օրերին, չգիտես ինչու, մեկ էլ հանկարծ պարզվում էր, որ օնլայն համակարգով ուղարկված հաշվետվությունները կա՛մ տեղ չեն հասել, կա՛մ էլ ուշացումով են հասել: Նման դեպքերում նույնպես ՊԵԿ-ի օնլայն համակարգի թերի աշխատանքի համար տնտեսվարողներին, չգիտես ինչու, պարտադրվում էր լրացուցիչ տույժ ու տուգանքներ վճարել: Պատկերն ավելի էր սրվում հատկապես ամանորյա տոներից առաջ, քանի որ դեկտեմբերի վերջից մինչև հունվարի կեսերը հանգստյան օրեր էին: Ու եթե հանկարծ տնտեսվարողի բախտը չբերեր և նա չհասցներ աշխատանքային ժամերի ընթացքում իր հաշվետվությունը ժամանակին տեղ հասցնել, կրկին ավտոմատ կընկներ տույժ-տուգանք կոչվող մահակների տակ: Նյարդերի նման պատերազմում տոնական օրերին հիվանդանոցում չհայտնվելու համար շատ տնտեսվարողներ իրենց ընկեր-հարկային տեսուչին էին դիմում իրենց հաշվետվությունը տեղ հասցնելու համար, որը կրկին հենց այնպես չէր արվում:

Եվ այսպես տարիներ: Իսկ հիմա արդեն, երբ նորանշանակ ՊԵԿ ղեկավարը, ով հավանաբար իր նախորդ պաշտոնում աշխատելիս բավականին մոտիկից ծանոթ է ՊԵԿ-ի հնարած թե՛ կանխավճարների, թե՛ հավելավճարների և թե՛ այլ թվագրություններին, որոշել է տնտեսվարողներին «ազատել» ՊԵԿ կոչվող այդ կպչուն կառույցի մտացածին գործողություններից: Հիմա կարծես եկել է մարդկանց հանգիստ թողնելու և «յուրայիններին» հարկային դաշտ բերելու ժամանակը, բայց այստեղ էլ կարծես ամեն ինչ չէ, որ կարող է ցանկալի ավարտ ունենալ, քանի որ ներկայիս ՊԵԿ ղեկավարը մի ստվար ժամանակ նույն կառույցի հետ կարողացել է ՊԵԿ-ի կանոններով «հաշտ ու համերաշխ» գործընկերային հարաբերություններ պահպանել, իսկ դա էլ հավանաբար իր գինն է ունեցել: Ու հիմա, երբ արդեն հասել է ժամանակը, որ ինքը պետք է սկսի իր նախորդների հովանավորյալներին հարկային սև դաշտից սպիտակ դաշտ բերել, ամենայն հավանականությամբ, դժվարություններ կունենա: Ի՞նչ եք կարծում՝ ինչո՞վ կավարտվի այդ բազմամարտը: Մեծ է հավանականությունը, որ այն կրկին ավարտվի վերևներում տանիք չունեցող ՓՄՁ-ներին թուր ու թվանքով մաս-մաս անելով և բյուջե լցնելով, քանի որ խոշորներին մատով դիպչելու դեպքում այնպիսի շղթայական ռեակցիա կառաջանա, որ շատերը մնան այդ փլատակների տակ: Այնպես որ, առայժմ շատ բան չի փոխվի, ու տարին կավարտվի մոտավորապես նույն սցենարով, ինչպես նախորդ տարիներին:
