Ազգային ժողովի արտահերթ նստաշրջանում այսօր քննարկվում էր Ընտրական օրենսգիրքը։ Քննարկումը, սակայն, աչքի չէր ընկնում ակտիվությամբ և  մի շարք հայտարարություններից այն կողմ չանցավ։ Ըստ էության, սա նաև տրամաբանական է, քանի որ իրականում հայաստանյան ընտրությունների խնդիրը տարիներ շարունակ եղել է ոչ թե օրենքի կամ օրենսգրքի թերությունները, այլքաղաքական կամքը։

Վերջերս ընդդիմությունը և իշխանությունը հանդես եկան համատեղ հայտարարությամբ  և հուշագրով՝ Ընտրական օրենսգրքում փոփոխությունների շուրջ։ Խորհրդարանական ընդդիմությունն այս հուշագիրը հայտարարեց քայլ առաջ։

Սակայն արդյո՞ք օրենսգրքում փոխված կամ բարեփոխված այս կամ այն դրույթը երաշխավորելուէ ընտրական գործընթացի՝ժողովրդավարությանը համապատասխան նորմերով կազմակերպում, դժվար է ասել։ Ըստ էության անցած ՏԻՄ ընտրությունները ցույց տվեցին, որ բուն ընտրությունների օրը կատարվող ընտրական գործընթացով շատ քիչ բան է որոշվում։ Սա նշանակում է, որ հայաստանյան իշխանությունը դեռևս չունի այն քաղաքական կամքը, որը կերաշխավորի ազատ և ժողովրդավարական ընտրությունների կազմակերպում։ Այս պատճառով իշխանությունը փորձում է իր խնդիրները լուծել կամիր ձայներն ապահովել մինչ ընտրությունների օրը։

Այստեղ արդեն էական չէ, թե ինչ գործիքակազմ է կիրառվում՝ վարչական ռեսո՞ւրս, ընտրակաշա՞ռք, թե՞ այլ մեխանիզմ, կարևորն այն է, որ կրկին անցած ՏԻՄ ընտրությունների օրինակով, զուտ քվեարկության պրոցեսը համեմատաբար հանգիստ և օրինականության շրջանակում է պահվում։

Անշուշտ, պետք է շեշտել, որ Գյումրիում և Վանաձորում իշխանությունն իր թեկնածուների հաղթանակը ապահովելու քայլերն իրականացրեց արդեն ընտրությունից հետո, սակայն սա մասնավոր դեպք է և պայմանավորված է այս երկու քաղաքներում համամասնական ընտրակարգի ներդրմամբ։ Ի դեպ, երկու քաղաքներում էլ գրեթե բոլոր թեկնածուները համակարծիք են, որ ընտրությունների օրն աղաղակող կամ որոշիչ ընտրախախտումներ չեն արձանագրվել, այսինքն՝ սա ցույց է տալիս, որ եթե անգամ զուտ քվեարկության օրը իշխանությունները պատրաստ են գործի չդնել ընտրակեղծիքներ իրականացնելու իրենց ողջ հնարավորությունները,այդուհանդերձ, պատրաստ չեն հանձնել իշխանությունը, ինչի արդյունքում էլ Վանաձորում և Գյումրիում քաղաքապետերի ընտրությունն անցավ սկանդալայինև գաղջ մթնոլորտում։

Սա նշանակում է, որ անգամ կատարյալ ընտրական օրենսգրիքի առկայությունը որևէ կերպ չի կարող երաշխավորել ազատ ու թափանցիկ ընտրություն, եթե իշխանությունը չունի կամ չի ուզում ունենալ  քաղաքական կամք և պատրաստ չէ ընտրության հետևանքով հանձնել իշխանությունը։
