Կառավարության այս ծրագրին անկեղծորեն սպասել եմ։

Սպասումներս առաջացել են վարչապետի անձով պայմանավորված։ Չեմ թաքցնի, պաշտոնավարման առաջին շաբաթներին նրանից եկող մեսիջներն իմ ու շատերի մոտ հույս արթնացրին։ Մարդը բաց ճակատով, հրապարակայնորեն առանց խունջիկ-մունջիկ անելու ասում է այն, ինչի մասին բոլորս՝ այդ թվում և մեր հանրապետական գործընկերները, հրապարակավ կամ ոչ հրապարակավ մշտապես խոսում ենք։ Մերոնքական է՝ մտածեցինք շատերս։

Վստահ էի, որ այս ֆոնին կառավարության ծրագիրը կդառնա նույնպիսի հույս արթնացնող ֆենոմեն։ Ենթադրում էի, որ այսպես էլ կլինի՝ հակիրճ, բայց հույս ունեի կրակի։ Ենթադրում էի, որ վարչապետի պատկերացումներին հարիր՝ ենթակետ առ ենթակետ կտեսնեի երազանքի ձևակերպում և 6-ամսվա կոնկրետ քայլեր դեպի երազանք։ Ենթադրում էի հավաքական երազանքի ձևակերպում, և վարչապետի անձնական նախաբան այն հավաքական քայլերի մասին, ինչի առաքելությամբ ինքը նորից մտել է Հայաստանի քաղաքական դաշտ։ Ենթադրում էի ոգի, ենթադրում էի կամք։ Ստացանք՝ նախորդ ծրագրերի ավելի կարճացված խմբագրում, թեթևակի նորարարություններով։

Սա շատ նման այն իրավիճակներներին, երբ մենք ազգովին ոգևորվում ենք ԱՄՆ նախագահի այս կամ այն թեկնածուով, ով նախընտրականում Հայոց Ցեղասպանության ճանաչման ֆլագմանով ընտրության է գնում։ Պաշտում ենք, նմանակում, գովաբանում, ոգևորվում։ Հետո թեկնածուն դառնում է նախագահ, գալիս նստում է օվալաձև սենյակում, և պետական ամուր ու կարծրացած համակարգը միանգամից գրկում է նրան և անջատում նրա ես-ը։ Իսկ թե հետո ինչ է լինում, բոլորս գիտենք. ամենամյա ապրիլքսանչորսյան ուղերձներ, որտեղ արանքներում թեթև աչքով է տալիս, թե բա՝ տղե՛րք, դե հասկացեք էլի, ես էլի էն նույն տղեն եմ, ուղղակի էս գառլախները չեն թողնում իմ ուզածն ասեմ։

Այս ծրագիրը ինձ հիշեցնում է վերջին 8 տարիների ԱՄՆ նախագահի ապրիլքսանչորսյան ուղերձները։ Գրել-ամրագրել է անդեմ համակարգը ու մի թեթև ֆեյս-սեյվինգ է արել հեղինակի համար։

Ես սա ցավով եմ ասում, ինձ վարչապետի դրայվը դուր է գալիս։ Ցավում եմ, որ արդեն իսկ տեսնում եմ թե ինչպես է այդ դրայվը կուլ գնում։

Հետևաբար, իմ կարծիքով, Կառավարության այս ծրագիրը հայաստանցու հույսը սպանած չինովնիկության հաղթանակն է հույս արթնացրած վարչապետի հանդեպ։

Կարծում եմ, դժվար չի կանխատեսել, թե ինչ կլինի հետո։
