Ինչպես արդեն հայտնել էինք, ասօր ԱԺ արտահերթ նիստում ՀՀ կառավարությունը ներկայացնում է մշակած ծրագիրը, որը ներկայացնելիս վարչապետ Կարեն Կարապետյանն անդրադարձավ նաեւ պետական համակարգի գործունեության արդյունավետության բարձրացմանը:

Ըստ վարչապետի՝ համակարգերի արդյունավետ գործունեության համար կարեւոր է իրավասությունների հավասարակշռված բաշխումը: «Կառավարության կոլեգիալ լիազորություններն անհրաժեշտ են միայն առավել կարեւոր ռազմավարական խնդիրների լուծման համար, իսկ կառավարության անդամները պետք է ունենան իրենց վստահված ոլորտի կառավարման բավարար լիազորություններ եւ դրան համապատասխան հստակ պաշտոնական պատասխանատվություն:

Անհրաժեշտ է պետական ապարատում որոշումների ընդունումը բոլոր օղակներում դարձնել առարկայական, քիչ բյուրոկրատական, պարզ եւ հասցեական»,- ասաց նա ՝ հավելելով, թե պետք է հստակորեն իմանալ, թե ինչու անհրաժեշտ որոշումներ ընդունվում են կամ չեն ընդունվում, որ օղակում են դրանք ուշանում, ինչպես հնարավոր է կարճ ժամանակում արդյունավետ կերպով լուծել քաղաքացիներին հուզող խնդիրները։

Ինչպես նշեց Կ. Կարապետյանը, պետական կառավարման մարմինները շարունակաբար պետք է մոնիթորինգի ենթարկվեն թե՛ ավելորդ ընթացակարգերն ու օղակները, թե՛ կրկնվող կամ անարդյունավետ իրականացվող գործառույթները՝ բացահայտելու եւ դրանք կրճատելու համար:

«Պետական կառավարման մարմինները պետք է ոչ թե աշխատողների համար զբաղվածություն ապահովեն, այլ քաղաքացիներին մատուցեն ծառայություններ: Եթե այդ ծառայությունները պահանջված չեն, արդյունավետ չեն, թանկարժեք են, ապա դրանք պետք է վերանան կամ փոխակերպվեն:

Պետական ծառայողի կերպարը պետք է փոխվի: Պետական ծառայողներն իրենց պաշտոնները ժառանգած պետեր չեն, այլ ընդամենը ծառայություն մատուցողներ: Կարեւոր է, որ պետական մարմնի դուռը թակելով՝ քաղաքացիները որակյալ սպասարկում ստանան: Սա մշակույթ է, որի ներդրումը ժամանակ կպահանջի, սակայն պետք է քայլեր կատարել այսօրվանից»,- ասաց վարչապետը:
