Արդյո˚ք կառավարության ծրագիրը «ոչ ստանդարտային» է

Կառավարությունը արդեն շրջանառության մեջ է դրել իր նոր ծրագիրը, իսկ վարչապետը Ազգային ժողովում համառոտակի ներկայացրեց ծրագրային դրույթները: Տպավորությունը ծրագրից և հատկապես ելույթից դրական են՝ տրված են իրավիճակի ռեալ գնահատականներ, տեսլականներ, հստակ թիրախներ, նպատակներ և կոնկրետ լուծումներ:

Մեջբերում եմ՝ Հայաստանի քաղաքացին գերագույն արժեք է, բարեփոխումները պետք է սկսենք հենց կառավարությունից, պետական ծառայողի կերպարը պետք է փոխվի, հարկային և մաքսային ծառայողների կերպարի արմատական վերափոխում, կառավարությունը դավանում է ազատական  տնտեսության գաղափարախոսություն, տնտեսության զարգացման հեռանկարը տեսնում է արտահանման աճի մեջ, ինքնազբաղվածները պետք է ունենան գերարտոնյալ, հարկային մարմինների հետ շփումներից զուրկ հարկային կարգավիճակ, սրանք սույն ծրագրի ամենատպավորիչ լոզունգներն են:

Առաջին քննադատությունը ծրագրի վերաբերյալ այն է, որ  քանակական ցուցանիշներ կառավարությունը խուսափել է ծրագրում տալ, ելնելով ծրագրի նախատեսվող ժամկետների հանգամանքից, նշելով, որ դա կներկայացնի երկարաժամկետ ծրագրում: Իհարկե, խոսքը մակրոտնտեսական ցուցանիշների մասին չէ, սակայն որոշ նպատակային ցուցանիշներ այնումենայնիվ անհրաժեշտ էր ներկայացնել՝ ծրագրին ավելի որոշակիության հաղորդելու համար, որպիսի հեշտ լիներ 6 ամիս հետո գնահատել կատարված աշխատանքը և ներկայացնել համեմատականներ: Օրինակ զբաղվածների քանակի աճի կամ գործազրկության կրճատման միտումների, կամ բարեփոխումների արդյունքում հարկային և մաքսային եկամուտների աճի կանխատեսվող ցուցանիշները:

Քննադատություն է հնչում, որ ծրագրում մի փոքր թույլ է ներկայացված ռազմավարական բնույթի խնդիրների քայլերի հաջորդականությունը և ժամկետները: Անշուշտ, սա դեռ ռազմավարական ծրագիր չէ և ժամկետներն էլ ֆիքսված են կես տարվա համար, սակայն, կարելի էր ըստ ամիսների պլանավորել որոշ քայլերի հաջորդականությունը, կրկին ծրագրին որոշակի հստակության հաղորդելու համար: Չէ, որ վարչապետը առանձին նշել է նաև ռազմավարական խնդիրները, իսկ եթե նշվել են ռազմավարական խնդիրները, ուրեմն պետք տրվեն նաև ռազմավարական քայլերը ըստ ժամկետների:

Ծրագրում հաճախակի է նշվում «ոչ ստանդարտ» լուծումներով ձևակերպումը՝ այսինքն ծրագիրը ենթադրում է յուրահատուկ և ոչ ավանդական լուծումներով տնտեսությունը դուրս հանել ծանր իրավիճակից: Համաձայն լինելով վարչապետի հետ նմանատիպ լուծումներով պետության առաջ ծառացած խնդիրները հաղթահարել, այնուամենայնիվ ծրագրին ծանոթանալուց հետո, «ոչ ստանդարտ» լուծումների անկեղծորեն չհանդիպեցի: Մի գուցե կառավարությունը Հայաստանի պայմանների համար է դա «ոչ ստանդարտ» համարում, կամ կառավարության օպերատիվ ու մարտավարական քայլերն են ենթադրում այդպիսի լուծումներ, դժվար է ասել,  սակայն  դրանք ըստ էության «ոչ ստանդարտային»  են:

Կարծում եմ այստեղ ավելի շուտ  համարձակ և ճիշտ լուծումներով գրված ծրագրի մասին է խոսքը:
