Դավիթ Լոքյանը ծանոթացել է մարզպետարանների աշխատակիցների համար կազմակերպված դասընթացի աշխատանքներին

ՀՀ տարածքային կառավարման և զարգացման նախարար Դավիթ Լոքյանը հոկտեմբերի 28-ին աշխատանքային այցով մեկնել է Արագածոտնի մարզի Արագած համայնք, որտեղ ծանոթացել է Հայաստանի մարզպետարանների աշխատանքային խմբերի համար կազմակերպված եռօրյա դասընթաց-քննարկումների ընթացքին:

Նախարար Դավիթ Լոքյանին ուղեկցել է Արագածոտնի մարզպետ Գաբրիել Գյոզալյանը: 

Այս մասին  տեղեկացրին ՀՀ տարածքային կառավարման և զարգացման նախարարության հասարակայնության հետ կապերի բաժնից:

ՀՀ մարզերի 2017-2025թթ. զարգացման ռազմավարությունների մշակման ծրագրի շրջանակներում ՀՀ տարածքային կառավարման և զարգացման նախարարությունը հոկտեմբերի 26-28-ը կազմակերպել էր դասընթաց-քննարկումներ, որին  մասնակցել են  մարզպետարանների  զարգացման բաժինների ներկայացուցիչներ: 

Ծրագիրն իրականացվում է ԵՄ ֆինանսավորմամբ, իսկ դասընթացն անցկացրել են ԵՄ փորձագիտական խումբը՝  տարածքային զարգացման խորհրդատու Ռոբերտ Գիրեյկոյի գլխավորությամբ:

Դավիթ Լոքյանը ծանոթացել է մարզային խմբերի ներկայացուցիչների հետ, հետաքրքրվել  յուրաքանչյուր մարզի զարգացման ծրագրով,  հետևել  դասընթացի ժամանակ մարզային խմբերի կողմից մշակված  ռազմավարական ծրագրերի ներկայացմանը։ Նախարարը մի շարք դիտարկումներ է արել ներկայացված ծրագրերի վերաբերյալ, ընդգծել, որ մարզերում տնտեսական զարգացում ապահովելու համար պետք է փաստարկված ծրագրեր ներկայացնել։

Նախարար Լոքյանը շեշտել է, որ միայն նման ծրագրերի դեպքում կառավարությունը կարող է գումարներ հատկացնել։ «Շատ եմ կարևորում  մարզպետարաննե րի ծրագրային զարգացման բաժինների աշխատանքը։ Եվրոպական փորձը շատ արդյունավետ է տարածքային համաչափ զարգացման գործընթացներում։ Արդյունքում հնարավոր է եղել տնտեսական զարգացում ապահովել այդ երկրներում, որպեսզի  մարդկանց համար ապրելու հարմարավետ պայմաններ  ստեղծվեն և մարդիկ  կարողանան աշխատանք գտնել ցանկացած բնակավայրում»,-ասել է Դավիթ Լոքյանը։

Նախարարն անդրադառնալով տարածքային զարգացման ռազմավարությանը, ընդգծել է, որ 2017 թվականից բյուջետային որևէ ֆինանսավորում չի լինելու, եթե տվյալ ծրագիրը, առաջարկը ընդգրկված չլինի  տվ յալ մարզի ընդհանուր զարգացման ռազմավարության մեջ։

Ծրագրի առաջին դասընթացի նպատակն է մարզերի տարածքային զարգացման ռազմավարությունները (ՏԶՌ) մշակող աշխատանքային խմբերին ներկայացնել ՏԶՌ-ների մշակման գործընթացի տեխնիկական պահանջները, ՏԶՌ-ների մշակման համար անհրաժեշտ վերլուծական մեթոդները, իրավիճակի վերլուծությունը, ՍՎՈՏ վերլուծությունը, ինչպես նաև տրամադրել պրակտիկ գիտելիքներ և հմտություններ այդ խնդիրների լուծման վերաբերյալ:

ԵՄ փորձագետ, տարածքային զարգացման խորհրդատու Ռոբերտ Գիրեյկոյի խոսքով, տարածքային զարգացման նմանատիպ ջանքեր են ներդրվել Կենտրոնական և Արևելյան Եվրոպայի մի շարք երկրներում։

«Այս աշխատանքը պահանջում է նոր մոտեցումներ։ Ուզում եմ ընդգծել, որ մարզի զարգացման ռազմավարությունը չի կարող պատվիրված լինել միայն  կառավարության կողմից։ Այն նաև պետք է մշակվի հասարակական կազմակարպությունների և մարզային շահագրգիռ կազմակերպությունների կողմից»,- ասել է եվրոպացի փորձագետը։ 

Դասընթաց-քննարկումները շարուկական բնույթ են կրելու։ Առաջին դասընթացին հաջորդելու են ԵՄ փորձագետ Ռոբերտ Գիրեյկոյի գլխավորած փործագիտական խմբի այցերը Հայաստանի բոլոր մարզեր՝ դասընթացի մասնակիցներին տեղերում մասնագիտական աջակցություն ցուցաբերելու նպատակով։
