ՀՀ հատուկ քննչական ծառայությունը տեղեկացնում է, որ 2016թ. հուլիսի 29-ի լույս 30-ի գիշերը Երևան քաղաքի Սարի թաղում տեղի ունեցած դեպքերի վերաբերյալ ՀՀ հատուկ քննչական ծառայությունում քննվող քրեական գործի նախաքննության ընթացքում իրականացված քննչական և դատավարական գործողությունների արդյունքում հիմնավորվել է, որ քաղաքացիներ Գոռ Խաչատրյանը և Գարեգին Հովսեփյանը խոչընդոտել են «news.am» կայքի լրագրող Խորեն Գրիգոր յանի մասնագիտական օրինական գործունեությանը: Այս մասին տեղեկացրին ՀՔԾ լրատվական ծառայությունից:

Կատարված նախաքննությամբ հիմնավորվել է, որ Գոռ Խաչատրյանը և Գարեգին Հովսեփյանը 2016թ. հուլիսի 29-ին՝  ժամը 22:00-ի սահմաններում, Սարի թաղում գտնվելու ժամանակ նկատել են, որ իրենց տեսանկարահանում է լրագրողական անվանաքարտ (բեյջ) կրող «news.am» կայքի լրագրող Խ. Գրիգորյանը: Իրենց վերաբերյալ հետագայում տեսանյութեր տարածվելուց խուսափելու նպատակով որոշել են լրագրողից խլել տեսախցիկն ու ոչնչացնել դրանում առկա տեսանյութերը:  Գ. Խաչատրյանը մոտեցել է լրագրողին, փորձել խլել տեսախցիկը, որի ընթացքում քաշելով կոտրել է դրա բացված էկրանն ու դիմել փախուստի: Անմիջապես Գ. Հովսեփյանն է մոտեցել լրագրողին, ու քաշելով նրա ձեռքից խլել է «Sony HDR-CX620» մոդելի թվային տեսախցիկն ու նույնպես դիմել փախուստի: Որոշ տարածություն հեռանալուց հետո Գոռ Խաչատրյանը տեսախցիկը վերցրել է Գարեգին Հովսեփյանից ու դրանում առկա իրենց վերաբերյալ տեսանյութերը ոչնչացնելու նպատակով հարվածել է գետնին, կոտրել այն՝ «News.am» կայքին պատճառելով զգալի չափի գույքային վնաս:

Լրագրողի մասնագիտական օրինական գործունեությանը խոչընդոտելու և ուրիշի զգալի չափերի գույքը ոչնչացնելու համար Գ. Խաչատրյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 164-րդ հոդվածի 1-ին մասով և 185-րդ հոդվածի 1-ին մասով, իսկ Գ. Հովսեփյանին՝ ՀՀ քրեական օրենսգրքի 164-րդ հոդվածի 1-ին մասով:

ՀՀ հատուկ քննչական ծառայությունում ավարտվել է հիշյալ քրեական գործից ևս մեկ անջատված մասի՝ «news.am» կայքի լրագրողի մասնագիտական օրինական գործունեությանը խոչընդոտած և վերջինիս մասնագիտական գործիքի՝ տեսախցիկի, վնասմանը մասնակցած անձանց վերաբերյալ գործի նախաքննությունը: Քրեական գործը մեղադրական եզրակացությամբ հանձնվել է դատավարական հսկողություն իրականացնող դատախազին՝ այն հաստատելու և դատարան ուղարկելու համար:

Այսպիսով, 2016թ. հուլիսի 29-ի լույս 30-ի գիշերը Երևան քաղաքի Սարի թաղում տեղի ունեցած դեպքերի վերաբերյալ ՀՀ հատուկ քննչական ծառայությունում քննվող քրեական գործով առերևույթ հանցագործություններ կատարելու, այդ թվում՝ լրագրողների մասնագիտական օրինական գործունեությանը խոչընդոտելու համար նախաքննության ներկա փուլում մեղադրանքներ են առաջադրվել 8 անձանց, որոնցից 7-ի՝ «Ազատություն» ռադիոկայանի, «Արմենիա» հեռուստաընկերության և «news.am» կայքի աշխատակիցների մասնագիտական օրինական գործունեությանը խոչընդոտած անձանց վերաբերյալ քրեական գործից անջատված մասերի նախաքննությունը արդեն ավարտվել և մեղադրական եզրակացությամբ ուղարկվել է դատարան:

Դատարան ուղարկված քրեական գործերի և դրանցով անցնող անձանց մասին նախկինում պարբերաբար և լիարժեք տեղեկատվություն է տրամադրվել զանգվածային լրատվության միջոցներին:

Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
