Հայաստանում անվտանգության մասին խոսում են միայն ողբերգությունից հետո

Բավական է մի տեղ վթար լինի, ինչ-որ թերացումներ բացահայտվեն կամ, Աստված ոչ արասցե, զոհեր լինեն, միանգամից ողջ մամուլն ու հանրությունը լծվում է մեղավորներին բացահայտելու, դատափետելու, անարգանքի պատին գամելու գործին։ Նման կերպ են վարվում նաև պետական կառույցները, որոնք յուրաքանչյուր ցավալի դեպքից հետո ավելի ուշադիր են դառնում իրենց իսկ պարտավորությունների հանդեպ։ Կարծում եմ՝ Երևանում շատերն են հիշում, օրինակ, այն դեպքը, երբ երթուղային տաքսու վթարից հետո, ինչպես էին ՃՈ աշխատակիցները հետևում, որպեսզի այլ երթուղայիններում հանկարծ կանգնած ուղևոր չմնա։ Բայց այն ողբերգությունից հետո օրեր անցան և ամեն ինչ վերադարձավ ի շրջանս յուր։ Երևանում երթուղայիններն այսօր էլ աշխատում են նախկինի պես ծանրաբեռնված։ Եվ այպես, թերևս, կշարունակվի մինչ նոր ողբերգություն… Ցավալի է, բայց փաստ։ Ու եթե հասարակության արձագանքներն ավելի քան ադեկվատ են, ապա պատկան մարմինների նման գործելաոճը պարզապես անթույլատրելի է։

Հայաստանում անհրաժեշտ է օր առաջ ներդնել դժբախտությունները կանխելու մեխանիզմներ։ Ավելի ճիշտ՝ մեխանիզմները վաղուց կան։ Բայց ահա դրանք կիրառելու տեսակետից, իսկապես, լուրջ խնդիրներ կան։ Եվ այդ է պատճառը, որ, օրինակ, այս կամ այն պաշտոնյայի հովանավորչությունը վայելող տարբեր կազմակերպություններ հայտնվում են հայկական շուկայում ու սկսում խաղալ Հայաստանի քաղաքացիների ճակատագրերի հետ։

Այդպիսի մի ընկերության օրինակ էլ «Արմենիա» ավիաընկերությունն է, որը հայկական շուկա մուտք գործեց այս տարվա սկզբին՝ խոստանալով Երևանից կանոնավոր թռիչքներ իրականացնել դեպի Եվրոպայի և Ռուսաստանի քաղաքներ։ Հայկական ավիաշուկային ծանոթ փորձագետները հիանալի գիտեն, որ «Արմենիա» ավիաընկերությունը մեր երկրում հայտնվեց նախկին վարչապետ Հովիկ Աբրահամյանի ջանքերով։ Այն հանգամանքը, որ ընկերության հիմնադիրները լուրջ խնդիրներ ունեին Վրաստանի ավիաոլորտում այստեղ, ցավոք, քչերին հետաքրքրեց։ Մեր երկրում ուշադրություն չդարձրին նաև այն փաստին, որ «Արմենիա»-ն շուկա է մուտք գործում բավական հին օդանավերով և առանց միջազգային IOSA անվտանգության արտոնագրի։ Բնական է, որ այդպիսի ավիաընկերությունը չէր կարող իրապես շահագրգռված լինել մեր երկրի ավիաոլորտի զարգացման կամ քաղաքացիների բարորության ու հարմարավետ ճամփորդելու հնարավորության գործում։ «Արմենիա»-ն Հայաստան եկավ շատ կոնկրետ նպատակով՝ հնարավորինս կարճ ժամանակում որոշակի գումար աշխատել և հեռանալ։ Այդ մասին է վկայում նաև այն փաստը, որ տարբեր ուղղություններով կանոնավոր թռիչքներ խոստացող ավիաընկերությունը մեր երկրում աշխատեց միայն ամռան ամիսներին և բացառապես չարտերային ծրագրով։ Եվ հիմա հարց է առաջանում, թե որտե՞ղ է այդ ընկերությունը, ինչու՞ Զվարթնոցի չվացուցակներում չկա նրա անվանումը։

Ահա թե ինչ է նշանակում պետական հովանավորչություն։ Իրականում բոլորը հասկանում են, որ «Արմենիա» ավիաընկերությունն ընդամենը վրացական «Airzena»-ի «գրդոնն» էր Հայաստանում։ Այդ ճանապարհով Վրաստանում սննկացման եզրին կանգնած ընկերությունը պարզապես փորձել է իր ֆինանսական խնդիրները լուծել և վերջ։ Իսկ որ մի քանի պաշտոնյայի ու գործարարների գումար ստանալու ձգտման արդյունքում վտանգվում են Հայաստանի քաղաքացիների կյանքը, պատկան մարմինները, ցավոք, աչք են փակում։

Ինչպես արդեն նշեցի, «Արմենիա» ավիաընկերությունն այսօր Հայաստանից թռիչքներ չի իրականացնում։ Բայց կասկածից վեր է, որ ամռան ամիսներին, երբ հայկական ուղղությունն արդյունավետ է աշխատում, նրանք և նրանց պես այլ ընկերություններ կփորձեն նորից շուկա մուտք գործել։ Կրկին կտրվեն հեքիաթային խոստումներ, կասվեն բարձրագոչ բառեր և կրկին կխախտվի մեր ժողովրդի անվտանգ ու հարմար ճամփորդելու ամենապարզ իրավունքը։ Եվ դա կշարունակվի այնքան ժամանակ, մինչ, օրինակ, Քաղավիացիայում, չհասկանան, որ գլխավոր արժեքը մարդն է և ոչ թե դրամը։ Հուսով եմ՝ դա ավելի շուտ կլինի, քան հերթական ողբերգությունը։
