«Գազպրոմի» շաբաշը

Գազի սակագինը ապագայում իջնելու է։ Այս տեղեկությունն արդեն իսկ պաշտոնական է, քանի որ «Գազպրոմ Արմենիան» մտադիր է դիմել Հայաստանի Հանրապետության հանրային ծառայությունները կարգավորող հանձնաժողովին՝ սակագնի վերանայման հարցով։ Սակայն հենց այս տեղեկությունն արդեն իսկ զավեշտալի է դառնում, քանի որ գազի գինը կարող էր ավելի նվազ լինել մինչ այս, քանի որ, ըստ էության, բարձրացումից մինչ օրս որևէ էական փոփոխություն ո՛չ Հայաստանում, ո՛չ աշխարհում չի եղել։ Ավելին, պարզվում է, որ ոչ թե ՀԾԿՀ-ն է ուսումնասիրել ոլորտում իրավիճակը, պարզել, որ գազի սակագինը կարող է ավելի ցածր լինել և դիմել «Գազպրոմին», այլ հենց «Գազպրոմն» է բարի կամք ցուցաբերում։

Սա ցույց է տալիս Հանրային ծառայությունները կարգավորող հանձնաժողովի հետագա գործունեության ոչ նպատակային լինելը։ Ըստ էության՝ այս մարմինը դակիչ գործառույթներից զատ որևէ այլ բանով չի էլ զբաղվել, մեծ հաշվով հնարավորություն էլ չի ունեցել, քանի որ հանձնաժողովը գործնականում որևէ անկախ քայլի շանս էլ չունի։ Նման պայմաններում թերևս նպատակահարմար է Կառավարության կրճատումների ցանկում ընդգրկել նաև Ռոբերտ Նազարյանի «հիմնարկը»։

Ինչ վերաբերում է գազի սակագնին, չնայած վերևում նշեցինք, որ որևէ բան չի փոխվել, սակայն ճշգրտելով շեշտենք, որ որևէ բան չի փոխվել տնտեսական տեսանկյունից, իսկ գլխավոր փոփոխությունն այն է, որ վարչապետ է փոխվել, ինչը նշանակում է, որ իշխանությունները շարունակ քայլեր են ձեռնարկելու նոր կառավարության նկատմամբ հանրային վստահություն ստեղծելու ուղղությամբ։ Այս տեսանկյունից «Գազպրոմի» ղեկավար Ալեքսեյ Միլլերի այցը Հայաստան և հանդիպումները Սերժ Սարգսյանի և Կարեն Կարապետյանի հետ արդեն իսկ ցույց էին տալիս, որ առաջիկայում գազի սակագինը նվազելու է։ Սա, ի դեպ, ավանդույթ է դառնում, քանի որ Միլլերի այցելություններին մշտապես հաջորդում են սակագնի փոփոխությունները։ Կարճ ասած՝ սակագնի փոփոխությունը կանխատեսելի էր։ Իհարկե, ՀԾԿՀ-ն մի քանի օր կքննի սակագնի նվազեցման հայտը, ուսումնասիրություն կկատարի և կորոշի բավարարել։

Սա լիովին կանխատեսելի ընթացակարգ է, այդուհանդերձ, պետք է նշել, որ առավել ցանկալի կլիներ, եթե գոնե արտաքուստ, գոնե ձևականորեն ՀԾԿՀ-ին հրահանգվեր սակագինը նվազեցնելու հայտ ներկայացնել «Գազպրոմին», որն էլ կբավարարեր այդ առաջարկը։ Այսպես գոնե առաջին դերում կլիներ ՀԾԿՀ-ն, որի վստահության վարկանիշը, մեղմ ասած, լավ դիրքում չէ։
