«Խրոնիկ ընդդիմադիր» չդառնալու մասին

Հայաստանյան հասարակության գերակշիռ մասին համար առավել քան պարզ են ներկայումս կառավարության և պետական մյուս մարմինների կողմից իրականացվող քայլերի բունն ենթատեքստերն ու նպատակները։ Բոլորի համար հասկանալի է, որ ընտրություններից առաջ իշխանությունները գնում են մի շարք դրական կամ առնվազն դրական մթնոլորտ ստեղծող քայլերի, որոնցից որոշները համարձակվում ենք ասել արմատական փոփոխություններ են ենթադրում։

Այս ակնհայտության ֆոնին բնակաբար շատ են խոսակցություններն այն մասին, որ իշխանությունը զբաղված է նախընտրական անուղղակի իսկ երբեմն էլ ուղղակի քարոզչությամբ։ Ընդ որում այս բոլոր խոսակցություններն էլ հիմնավորված են, սակայն մյուս կողմից իշխանության քայլերի տրամաբանության հասկանալի լինելը դեռևս չի նշանակում, որ դրանք որոշակի վստահության մթնոլորտ չեն ստեղծում։

Ի վերջո, պետք է նշել, որ կան դեպքեր, երբ իշխանության վերատադրության նպատակն այնքան էլ կարևոր չէ, ինչքան այդ ճանապարհին արվող դրական քայլերը։ Ընդհանուր առմամաբ մինչ օրս գոյություն ունեցած հայաստանյան գրեթե բոլոր իշխանություններն ու կառավարությունները անվստահության ու լեգիտիմության սուր պակաս են ունեցել։ Նման պայմաններում իհարկե, հասարակությունը կամ լիովին չեզոք դիրք է ընդունում իշխանության նկատմամբ, կամ էլ պարզապես ցանկացած իրողության մեջ տեսնում է սեփական շահերի ոտնահարում՝ հայտնվելով խրոնիկ ընդդիմադիրի կարգավիճակում։

Վերջինս արդեն վերածվում է հասարակության հիվանդության, որը բացառում է ցանկացած կառուցողականություն։ Սա այն իրականությունն է, որի մեջ գտնվում ենք մենք ներկայումս, սակայն մյուս կողմից, հանրույթը ունի հավատալու անսպառ պաշար, որը անգամ փոքր տեղաշարժերից կարող է կրկին վերածնվել։ Հենց այստեղ է որ լրջագույն խնդիր ունեն ներկայիս կառավարությունն ու իշխանությունը, քանի որ հասարակական վստահությունը այն հիմնական քաղաքական և սոցիալական կապիտալն է, որը պետք է երաշխավորի իշխանության գործունեությունը։

Եվ այստեղ, որպես քաղաքացի  նույնպես ուզում ես հավատալ այս կառավարությանը, վստահել նրան՝ հասկանալով հանդերձ, որ բոլոր բարեփոխումները մեծ խաղի կամ ինչպես ներկայումս շատ է ասվում, իշխանության վերատադրության գործընթացի մի մասնիկն են։ Սա չափազանց կարևոր հանգամանք է, քանի որ ինչպես իշխանությունը ունի հանրային վստահության կարիք, այնպես էլ քաղաքացին ունի իշխանությանը հավատալու և վստահելու պահանջ։ Ցավոք, հայաստանյան իշխանությունները մինչ օրս սպառել են իրենց վստահության բոլոր ռեսուրսները և դրանով իսկ կտրվել իրականությունից։ Այս առումով բացառություն չէ նաև ներկայիս կառավարությունը, որն ստանալով ծանր ժառանգություն միաժամանակ փորձում է ստանձնել չափազանց մեծ պատասխանատվություն։ Կկարողանա արդյոք ներկայիս կառավարությունը դուրս գալ այս փորձությունից, թե՝ ոչ ցույց կտա ժամանակը։ Սակայն այդուհանդերձ, զուտ խրոնիկ ընդդիմադիր չդառնալու համար պարզապես ցանկանում ես լավատեսորեն տրամադրվել՝ հասականալով հանդերձ, որ հակառակ արդյունքի դեպքում հիասթափությունն առավել մեծ է լինելու։
