Այսօր Երևանի բժշկական համալսարանի ռեկտոր է ընտրվել Առողջապահության նախկին նախարար Արմեն Մուրադյանը։ Թե ինչքանով այս գործընթացը ընտրություն կարող ենք համարել, դժվար է ասել, սակայն փաստն այն է, որ նախկին նախարարն ապահովեց իր վարչական պաշտոնը։

Ընդ որում՝ պետք է նշել, որ խնդիրը բոլորովին էլ Մուրադյանի անձը կամ մասնագիտական որակները չեն, այլ այն, որ վարչակարգը մշտապես ձգտում է որևէ մեկին «նեղացած» չթողնել։

Սա լրջագույն խնդիր է դառնում ողջ պետական ապարատի կայացման համար, քանի որ, եթե անգամ Արմեն Մուրադյանը հաջողել է որպես նախարար, ունեցել է ձեռքբերումներ իր պաշտոնավարման ընթացքում և լքել է նախարարի պաշտոնը միայն քաղաքական կուրսի փոփոխության հետևանքով, ապա, միևնույնն է, ընկալվում է որպես վարչակարգի նվիրյալ, որին իշխանությունը աչքաթող չարեց։

Նման իրադարձությունները, որպես կանոն, անջրպետ են և անվստահություն են առաջացնում իշխանության նկատմամբ, քանի որ սովորաբար նախկին բարձրաստիճան պաշտոնյաների նշանակումը կամ այս դեպքում «ընտրությունը» հանրային բացասական արձագանք է ստանում։

]Վերջիվերջո, սա առաջին դեպքը չէ, երբ պաշտոնանկ արված նախարարը կամ բարձրաստիճան որևէ այլ պաշտոնյա վերադառնում է վարչական այլ լծակներով։ Նման իրավիճակի ոչ պակաս թարմ վկայություններից էր նախկին դատախազ Աղվան Հովսեփյանի նշանակումը Հատուկ քննչական կոմիտեի ղեկավարի պաշտոնում, ընդ որում, այս կոմիտեն կարծես ստեղծվել էր հենց Աղվան Հովսեփյանին պարապ չթողնելու համար, քանի որ այն հիմնադրվեց Հովսեփյանի պաշտոնաթող լինելուց հետո։

Իհարկե, Արմեն Մուրադյանի պարագայում իրավիճակը փոքր-ինչ մեղմ էր և հատուկ նրա համար որևէ կոմիտե չստեղծվեց։ Հասկանալի է, որ Աղվան Հովսեփյանի և Արմեն Մուրադյանի՝ վարչակարգին մատուցած ծառայություններն էլ համեմատելի չեն։

Բոլոր դեպքերում նման նշանակումներն ու գործընթացները զուտ մթնոլորտի առումով վնասում են հասարակական գիտակցության մեջ իշխանության մասին ընկալումները, որոնք ներկայումս առանց այն էլ առնվազն բացասական են։ Սակայն, ինչպես տեսնում ենք, առկա համակարգը մեծ դժվարությամբ կարող է տեղի տալ փոփոխությունների առաջ, քանի որ տարիներ շարունակ ամրապնդվել է յուրայիններից չհրաժարվելու սկզբունքներով, ինչքան էլ այդ յուրայինները ոչ միանշանակ տպավորություն են ստեղծում։
