ՀՀ զինված ուժերի համար ամենակարևորը կադրային ռեսուրսների ճիշտ կառավարումն ու արհեստավարժ կադրերի դաստիարակման հարցն է: Ինչպես հաղորդում է Արմենպրեսը, նոյեմբերի 5-ին Գյումրու տեխնոլոգիական կենտրոնում (ԳՏԿ) տեղի ունեցած  «Տեխնո-ուրբաթ» նախագծի  հերթակա ն հանդիպման ժամանակ նման կարծիք հայտնեց ՀՀ պաշտպանության նախարարության մամուլի խոսնակ Արծրուն Հովհաննիսյանը` անդրադառնալով բանակի սպառազինման խնդիրներին, բանակում տեղի ունեցող  բարեփոխումներին ու տեխնոլոգիական հակամարտությանը:

«Մենք ուշադրություն ենք դարձնում, որ մեր սերժանտը, սպան եւ այլ  բարձրաստիճան զինվորականն ավելի կիրթ լինի, ճիշտ որոշումներ կայացնի: Երբ բավարար ռեսուրսներ չկան, մտածում ենք եղածն արդյունավետ  օգտագործելու մասին: Ապրիլյան պատերազմի ժամանակ, երբ համացանցում հայտնվեց մի տեսանյութ, որտեղ գյումրեցի սերժանտը դիրք էր կառավարում,քննադատվեց: Շատերն ասացին, որ հրաման չի եղել, բայց ուշադրություն չդարձրեցին մի կարեւոր հանգամանքի վրա`տեղի է ունենում գործողություն: Մեկ սերժանտը շատ հմուտ կառավարում էր մարտը: Այդ դիրքի մարտն ավարտվեց առանց կորուստների: Շատ կարևոր է ունենալ ջերմադիտակ սարք, բայց կարող ես այդ սարքից 10 հատ ունենալ, բայց չունենալ մեկին, ով կկարողանա դա ճիշտ կառավարել»,- ասաց Արծրուն Հովհաննիսյանը՝ փաստելով, որ հայ զինվորի պատրաստվածությունը բարձր պահելու համար արվում են բոլոր քայլերը:

«Մեր կենտրոնացվածությունը շարունակելու է մնալ կադրերի կառավարման որակի բարձրացման վրա: Այնուամենայնիվ, բանակում տեղի է ունենում ռազմամթերքի թարմացումներ: Այդ գործընթացները չեն սկսվել ապրիլյան պատերազմից հետո: Միշտ է եղել: ՀՀ զինված ուժերը ո՛չ 2014 թվականից, ո՛չ էլ ապրիլյան պատերազմից հետո չի սկսել զենք-զինամթերք ձեռքբերել, կամ թարմացնել տեխնիկան: Վերջին 10 տարիների ընթացքում ձեռք բերված մեր զենք-զինամթերքի ծավալը շատ ավելի մեծ է, քան 200 մլն դոլարի վարկը: Դա միայն մի փոքր մասն է, որ ձեռք ենք բերել կամ ձեռք ենք բերում: Ամենահամեստ հաշվարկներով` մեզ անհրաժեշտ է 30 միլիարդ դոլար, որպեսզի թարմացնենք Հայաստանի ամբողջ զենք-զինամթերքը: Այդ գումարը,որ ունենանք էլ, չենք կարող զենք-զինամթերք ձեռք բերել, քանի որ ոչ մի տեղ վաճառքում չկա այդ գումարին համարժեք զինամթերք: Զենք-զինամթերքի արտադրության 90 տոկոսը կատարվում է պլանային: Դա ժամանակ է պահանջում: Ադրբեջանի նորագույն զենքերը Ադրբեջան են հասել պատվերից 5 տարի հետո: Զենք-զինամթերքի առևտուրը քաղաքացիական առևտուր չէ»,- նշեց  ՀՀ պաշտպանության նախարարության մամուլի խոսնակը:

Արծրուն Հովհաննիսյանը, պատասխանելով ներկաների հարցերին, խոսեց նաև զինծառայողների և մինչև բանակ նորակոչիկների պատրաստվածության մակարդակի, ապա արդեն բանակում նրանց պատրաստվածության, սննդի, տեղեկատվական ու տեխնոլոգիական պատրաստվածության, նոր անօդաչու սարքեր ստեղծելու հնարավորությունների մասին:

Եղան նաև բավական հետաքրքիր առաջարկներ՝ անվադողեր դիրքեր տեղափոխելու, ՀՀ համայնքներում հատուկ մարզաբակեր ստեղծելու և անտուն շներին վարժեցնելու մասին,  որոնք Արծրուն Հովհաննիսյանը խոստացավ ավելի մանրամասն ուսումնասիրել:
