Մինչ բոլորը, շունչները պահած, սպասում էին ՀՀ նորանշանակ վարչապետ Կարեն Կարապետյանի կողմից ներկայացվելիք կառավարության ծրագրին, միակ ու ամենակարևոր հարցը, որը թե՛ ուղիղ, թե՛ փոխաբերական իմաստով տանջում էր բոլորին, այն էր, թե ի վերջո նոր վարչապետը կկարողանա՞ ոչ թե իմիտացիոն, այլ իրական պայքար մղել կոռուպցիա կոչվող արատավոր երևույթի դեմ: Թվում է, թե դրա դեմ, եթե բաց ու թափանցիկ պայքար մղվի, ապա ամեն ինչ շատ արագ իր տեղը կընկնի: Սակայն, պարզվում է, որ նոր կառավարությունն առանձնապես շահագրգիռ չէ իր նախորդների կերածը մարսել և դրա դեմ լուրջ պայքար ծավալել: Փոխարենը, Կարապետյանի կառավարությունը ընդամենը փորձելու է «մանր գողությունների» ճանապարհների դռները փակել, իսկ մեծ գողությունները, որը նաև թալան է կոչվում, կմնա «հետո»-ին ու կարծես մեծ շնաձկներն առայժմ կշարունակեն ազատորեն լող տալ:

Քանի որ հույսը, թեև վերջինն է մեռնում, ու ինչպես գիտենք, այն իրականում ամենևին էլ քաղաքական կատեգորիա չէ, ուստի կառավարության ծրագրին սպասող հասարակությունը պետք է ամենօրյա ռեժիմով կարողանա տեսնել, թե իր կյանքում օր-օրի ինչ փոփոխություններ են տեղի ուենում:

Կառավարության նպատակն է ապահովել ՀՀ քաղաքացու պաշտպանվածությունը, արժանապատվությունը, արդար հասարակության մեջ ապրելը ...

Աշխարհում երջանիկ են համարվում այն երկրները, որոնք ...

Հույս ունեմ, որ բիզնեսը սառը դուշ կընդունի ու կսկսի ոգևորված աշխատել ...

Սրանք այն արտահայտություններն են, որոնք տարբեր առիթներով հայտարարել է ՀՀ վարչապետ Կարեն Կարապետյանը: Հանուն անկեղծության նշենք, որ այսօրինակ տեսակետներ հայտնել են նաև նախորդ վարչապետները, բայց ներկայիս վարչապետն իր պաշտոնավարման սկզբից մինչ օրս բոլոր առիթներով կրկնում է. «մենք լինելու ենք ազնիվ մեր ժողովրդի հանդեպ»:

Ազնվությունն էլ, թեև քաղաքական կատեգորիա չէ, բայց շատ կարևոր գործոն է փոխըմբռնման մթնոլորտ ձևավորելու համար, քանի որ իշխանությունների հանդեպ անվստահությունը ծնվել ու «հասակ է առել» նախորդ կառավարությունների կողմից հասարակությանը տարբեր ծուղակների մեջ գցելով ու դրա միջոցով բյուջե լցնելով:

Ուստի ազնվությունը ներկայումս այն փնտրված գործոնն է, որը երկար տարիներ փնտրել ու չի գտել հասարակությունը: Այսինքն՝ ներկայիս վարչապետին, եթե իսկապես հաջողվի մինչև վերջ ազնիվ լինել ու վերականգնել հասարակության վստահությունը իշխանությունների հանդեպ, ապա հնարավոր կլինի նաև արձանագել, որ երկրի և ժողովրդի առջև ծառացած խնդիրների մեծ մասը լուծվել է:
