Նախկինում անդրադարձել ենք ԴԱՀԿ պետի պաշտոնակատարի նշանակման փաստին՝ նշելով, որ նրա կոչումն ու պաշտոնն անհամատեղելի են, բայց ստացվում է, որ հարկադրելու ընդունակություններով օժտված կառույցի աշխատակիցները միայն անմեղ ժողովրդին են կարողանում օրենքը պարտադրել, իսկ երբ խոսքն իրենց մասին է, կարող են ոչ միայն օրենքը շրջանցել, այլև քարի պես լուռ մնալ: Ստացվում է, որ ԴԱՀԿ-ն, թաքնվելով իր հորինած բանաձևի տակ, կարող է իրեն ինչ ասես թույլ տալ, նույնիսկ հանգիստ խախտել ոչ միայն օրինականության գիծը, այլև տրորել նույն այդ օրենքը:
 
Մինչ օրս մեր անդրադարձներն այդպես էլ մնացին անպատասխան ու այդպես էլ պարզ չդարձավ, թե ԴԱՀԿ-ն իր կողմից խախտած օրենքի մասով ինչ մեկնաբանություն կամ բացատրություն է փորձելու ներկայացնել: Այնուամենայնիվ, հասարակությունը պահանջում է լույս սփռել այն հարցադրումների վրա, թե ինչպես է պատահել, որ կառույցի ներկայիս ժ. պ. ղեկավարը ոչ միայն կոչման մեջ է կարողացել թռիչքային աճ ունենալ և կապիտանից միանգամից արդարադատության փախգնդապետ դառնալ, այլև այդ կոչումով նույնիսկ նշանակվել ԴԱՀԿ պետի պաշտոնակատար, ինչը կրկին օրենքի խախտում է:
 
Ու ամենահետաքրքիրն այն է, թե նման պայմաններում ինչպես է Արմեն Հարությունյանը կարողանում օրենքի պարտադրանքից խոսել իր ենթակաների մոտ, եթե հենց ինքն է առաջինը խախտում օրենքը և այնպիսի կեցվածք ընդունում, թե ոչինչ էլ չի եղել:
 
Եվ ահա, նոր իրողություններ են պարզվում` կապված սույն ժամանակավոր պաշտոնակատարի գործունեությունից: Պարզվում է` որ ԴԱՀԿ պետի ժամանակավոր պաշտոնակատար Արմեն Հարությունյանը հարազատ քեռուն նշանակել է ԴԱՀԿ-ի պարետ, ով համատեղության կարգով նաեւ իր ընտանեկան վարորդն է: Միաժամանակ իր մտերիմներին` փաստաբաններ Արամ Կարախանյանին եւ Վահագն Դալլաքյանին նշանակել է խորհրդական, ովքեր համատեղում են աշխատանքը փաստաբանական պալատում իրենց գործունեության հետ:
 
Այսինքն ինչ է ստացվում. փաստաբանները, ովքեր անարդարությունների դեպքում պետք է այս կառույցի դեմ դատական հայցեր ներկայացնեն, այնտեղից աշխատավարձ են ստանում: Եթե նրանք չհամատեղեին իրենց գործունեությունը փաստաբանական պալատում իրենց գործունեության հետ` գոնե ֆորմալ առումով նորմալ կլիներ իրենց պաշտոնավարությունը, սակայն այս դեպքում սա աբսուրդի ժանրից է: Իսկ այն, որ վարչապետը խեղճ ու կրակ դպրոցներում ազգակցական կապերը նկատում է, իսկ նման կառույցում` ոչ, արդեն խոսում է համակարգում զարգացող հովանավորչության մասին: ԴԱՀԿ-ի քեռիները, փաստորեն, արտոնյալ են...
 
Եվ այսքանից հետո դեռ խոսվում է բարեփոխման և զարգացման մասին: Համենայն դեպս այս համակարգում հետընթացը աչք է ծակում:
