Մեկնարկում է Հայաստանի ՓՀԷԿ-երի ոլորտի ուսումնասիրման ծրագրի երկրորդ փուլը

 ՀՀ բնապահպանության նախարար Արծվիկ Մինասյանն ընդունել է «Աջակցություն փոքր ՀԷԿ-երին վերաբերող բարեփոխումներին` գետային էկոհամակարգերի կայուն օգտագործման նպատակով հանրության և ՀՀ բնապահպանության նախարարության երկխոսության միջոցով» ծրագրի համակարգող «ԷկոԼուր» տեղեկատվական հասարակական կազմակերպության նախագահ Ինգա Զարաֆյանին: Հանդիպման ժամանակ քննարկվել են ծրագրի առաջին փուլի արդյունքները` փոքր ՀԷԿ-երի ոլորտում նախատեսվող բարեփոխումների միջոցառումների մշակման գործընթացում կիրառելու, ինչպես նաև ծրագրի երկրորդ փուլին վերաբերող հարցերը: Այս մասին տեղեկանում ենք ՀՀ բնապահպանության նախարարության տեղեկատվության և հասարակայնության հետ կապերի բաժնից:

Ծրագիրն իրականացվել է 2014-2016թթ.` ՄԱԶԾ-ԳԷՀ փոքր դրամաշնորհների ծրագրի աջակցությամբ և իր բնույթով եզակի է, քանի որ ՀՀ բնապահպանության նախարարությունը և քաղաքացիական հասարակության անդամները համագործակցել են բնապահպանական արդիական խնդրի` փոքր ՀԷԿ-երի ոլորտի համատեղ ուսումնասիրման և լուծումներ գտնելու շուրջ:  Ծրագրի շրջանակներում 75 չափանիշի օգնությամբ ուսումնասիրվել են 87 փոքր ՀԷԿ, վեր են հանվել բնապահպանական խնդիրներ, ներկայացվել դրանց լուծման առաջարկներ, ինչի ուղղությամբ բնապահպանության նախարարությունը միջոցներ է ձեռնարկում:

Բարձր գնահատելով ծրագրի արդյունքները և առաջնային համարելով հասարակական կազմակերպությունների հետ համագործակցության նման ձևաչափը` ՀՀ բնապահպանության նախարարությունը դիմել էր ՄԱԿ-ի Զարգացման ծրագրին ուսումնասիրությունների երկրորդ փուլի իրականացմանն աջակցելու առաջարկով, ինչը տվել էր իր դրական արդյունքը: Նոյեմբերի 1-ից մեկնարկել է «Աջակցություն նոր բարեփոխումներին փոքր ՀԷԿ-երի բնագավառում ՔՀԿ-կառավարություն երկխոսության միջոցով» ծրագիրը, որը նախորդի շարունակությունն է: 

ՀՀ բնապահպանության նախարարը կարևորել է ծրագրի միջոցով իրականացվող ուսումնասիրությունների արդյունքները` գետային էկոհամակարգերի պահպանման և մակերևույթային ջրային ռեսուրսների կայուն օգտագործման  առումով և նշել, որ դրանք  կօգտագործվեն նաև փոքր հիդրոէլեկտրակայանների ջրօգտագործման թույլտվությունների և շահագործման լիցենզիաների տրամադրման ոլորտում տիրող ներկա վիճակի վերաբերյալ առաջարկություններ  մշակելու և ՀՀ կառավարություն ներկայացնելու համար:

Նախարար Արծվիկ Մինասյանը «ԷկոԼուր» հասարակական կազմակերպության նախագահի հետ քննարկել է  համատեղ իրականացվող ծրագրի  շրջանակներում նախատեսված աշխատանքների ընթացքին վերաբերող հարցեր: Նախարարը կարևորել է ծրագրի երկրորդ փուլի իրականացումը, որի ժամանակ կուսումնասիրվի ևս 35 փոքր ՀԷԿ և ավելի կամբողջանա  առկա վիճակի վերաբերյալ տեղեկատվությունը, ինչը թույլ կտա առավել հիմնավոր և փաստարկված մշակել ոլորտի խնդիրների լուծմանն ուղղված միջոցառումները:
