Ադրբեջանի տնտեսության եկամուտները կկրճատվեն նախատեսվածից ավելի մեծ ծավալով

Ադրբեջանի տնտեսության վատթար իրավիճակը կշարունակվի նաև հաջորդ տարի, չնայած նրան, որ իշխանությունները փորձում են ամեն ինչ անել նման պատկեր չգրանցելու համար:   Ադրբեջանի տնտեսության վերաբերյալ միջազգային վարկանիշային կազմակերպությունների և անկախ փորձագետների կանխատեսումները բացասական են:

Ադրբեջանի պետական վիճակագրական հանձնաժողովի հրապարակած տվյալների համաձայն՝ 2016 թվականի հունվար-սեպտեմբեր ամիսներին երկրի ՀՆԱ-ն նվազել է շուրջ 4 %-ով:

Կենտրոնական բանկի զեկույցից հետևում է, որ ընթացիկ տարվա առաջին 9 ամիսների ընթացքում բանկերը կրճատվել են վարկավորումը 22,7 %-ով, իսկ տարեկան կտրվածքով՝ 12,2 %-ով, այնինչ 2015 թվականին բանկերի վարկային ներդրումները տնտեսության մեջ ավելացել էր 17,2 %-ով:

Արժույթի միջազգային հիմնադրամըկանխատեսել է, որ 2016 թվականին Ադրբեջանի տնտեսությունը կրճատվելու է 2,4 %-ով, ինչըմեծապես կապված է նավթի արտահանումից ստացվող ցածր եկամուտների հետ:

Ռուսական «ARKA»վերլուծական-վարկանիշային կազմակերպությունը Ադրբեջանը  դասել է այն երկրների շարքում, որոնց մոտ նավթի արտահանման արժեքը նվազել է առավելագույն չափով: Ավելի կոնկրետ՝ Ադրբեջանը գտնվում է ռիսկային գոտում:

 «Goldman Sachs Group»-ը քիչ հավանական էհամարում, որ ՕՊԵԿ-ի երկրները համաձայնության կգան նավթի արդյունահանումը կրճատելու շուրջ, որի դեպքում նավթի գինը կընկնի $40-ից ցածր: Հետևաբար, Ադրբեջանը, որ 2017 թվականի բյուջեի նախագիծը կազմել է նավթի մեկ բարելի դիմաց $40-ի հիման վրա, կառերեսվի տհաճ իրականությանը: Այդ դեպքում կկրճատվեն նավթի հաշվին Ադրբեջանի տնտեսության եկամուտները ավելի մեծ ծավալով, քան սպասվում էր:

Ըստ ֆինանսների նախարար Սամիր Շարիֆովի՝ 2017 թվականին 1,5 միլիարդ մանաթով կրճատվելու է պետական բյուջեում նավթից ստացվող եկամուտները: Նախարարը տեղեկացրել է նաև հաջորդ տարի բյուջեի ծախսերի հարցում սպասվող կոշտ քաղաքականության մասին, որը պայմանավորված է եկամուտների կտրուկ նվազմամբ:

Այս ամենին գումարած, մանաթն իր հերթին է անկանկալներ մատուցում Ադրբեջանի իշխանություններին:   Մանաթընորռեկորդներէսահմանում` արժեզրկվելով ևս 0,5%-ով: Փորձագետներըկարծումեն, որակնկալվումէդոլարիփոխարժեքիաճ,իսկտարեվերջին 1 դոլարըկկազմի 1,80-1,85 մանաթ:

Այս բացասական համապատկերում միայն նախագահ Իլհամ Ալիևն է դրականորեն տրամադրված ադրբեջանական տնտեսության նկատմամբ: Վերջինս հայտարարել է, որ նավթն ու գազը կազմում են Ադրբեջանի տնտեսության շուրջ 30%-ը ու դեռ շարունակվում են քայլեր իրականացվել՝ տնտեսության կախվածությունն էներգետիկ ռեսուրսներից կրճատելու ուղղությամբ: Դրան հակառակ՝ «Նավթային հետազոտությունների կենտրոնի» ղեկավար Իլհամ Շաբանը չի հավատում, որ Ադրբեջանը մուտք է գործում հետնավթային դարաշրջան, այլապես ինչո՞ւ է պետբյուջեի 75 %-ից «նավթի հոտ» գալիս:
