ՀԿՏՀ-ն վրաստանյան ՏՏ նորարարության մրցանակաբաշխությանը հաղթող է ճանաչվել

ՀՀ տարածքային կառավարման և զարգացման նախարարության «Համայնքային կառավարման տեղեկատվական համակարգը» (ՀԿՏՀ) հաղթող է ճանաչվել «Լավագույն տարածաշրջանային համայնքային էլ. ծառայություն» անվանակարգում ս.թ. նոյեմբերի 10-11-ը Թբիլիսիում կայացած  9-րդ տարածաշրջանային Վրաստանի Կիբերանվտանգության և ՏՀՏ նորարարարության համա ժողովի (GITI) շրջանակներում անցկացված մրցանակաբաշխությանը։  Այս մասին տեղեկանում  ենք ՀՀ տարածքային կառավարման և զարգացման նախարարության հասարակայնության հետ կապերի բաժնից: 

ՀԿՏՀ ներկայացնող պատվիրակության կազմում էին  ՀՀ տարածքային կառավարման և զարգացման նախարարության (ՏԿԶՆ), «Տեղեկատվական համակարգերի զարգացման և վերապատրաստման կենտրոն» (ՏՀԶՎԿ) ՀԿ և Գերմանիայի միջազգային համագործակցության ընկերության (ԳՄՀԸ) կողմից իրականացվող «Համայնքների զարգացում Հարավային Կովկասում» ծրագրի ներկայացուցիչները։ 

GITI-ն ՏՏ և կիբեռանվտանգության ոլորտում ամենամյան համաժողով է, որի նպատակն է խթանել մրցակցությունը, նորարարությունը, անվտանգությունը, ինչպես նաև Կենտրոնական Եվրոպայի և բալթյան երկրների, Կովկասյան և Միջին Արևելքի տարածաշրջանի պետական և մասնավոր հատվածների, ՏՏ ընկերությունների միջև համագործակցությունը։ 9-րդ ամենամյա միջոցառումը կազմակերպվել էր Վրաստանի ՏՀՏ Գործարար Խորհրդի և Վրաստանի արդարադատության նախարարության տվյալների փոխանակման գործակալության (LEPL) կողմից։  Այս տարվա միջոցառման նպատակն էր արծարծել ՏՏ-ն՝ որպես տարածաշրջանի սոցիալ-տնտեսական զարգացման խթան, աջակցել շահառուների միջև փոխգործակցության զարգացմանը, իրազեկել բարձրաստիճան պաշտոնյաներին, մասնավոր հատվածի ներկայացուցիչներին և հասարակությանը ՏՏ և կիբեռանվտանգության կարևորության վերաբերյալ։ 

ՀԿՏՀ-ն տվյալների կառավարման միասնական տեղեկատվական համակարգ է, որը ստեղծվել է տեղական ինքնակառավարման մարմինների համար: Այն բաղկացած է կառավարման և վարչական բազմաթիվ ենթահամակարգերից, գրանցամատյաններից, տեղեկատվական ռեսուրսներից, էլեկտրոնային ծառայություններից և ներքին ու արտաքին հաղորդակցման գործիքներից: ՀԿՏՀ-ն նաև ապահովում է համայնքապետարանների պաշտոնական կայքերի գործարկում և առաջարկում է առցանց մասնակցության տարբեր մեխանիզմներ: Համակարգը մշակվել և սպասարկվում է «ՏՀԶՎԿ» ՀԿ-ի կողմից։
