Զինվորական ծառայության ընթացքում զոհված կամ հաշմանդամ դարձած զինծառայողների հատուցման համար ստեղծվելիք հիմնադրամի հոգաբարձուների խորհուրդն աշխատելու է բացառապես հասարակական հիմքունքներով: Ազգային ժողովում Հայաստանի Հանրապետության պաշտպանության ժամանակ զինծառայողների կյանքին կամ առողջությանը պատճառված վնասների հատուցման մասին օրենքի նախագծի քննարկման ժամանակ այս մասին ասաց ՀՀ պաշտպանության նախարար Վիգեն Սարգսյանը՝ պատասխանելով ՕԵԿ խմբակցության պատգամավոր Հովհաննես Մարգարյանի հարցին:

«Հիմնադրամի ձևավորման առաջին փուլում որևէ աշխատավարձ նախատեսված չէ: Հոգաբարձուների խորհուրդն աշխատում է բացառապես հասարակական հիմունքներով: Բացի կառավարության ներկայացուցիչներից,  հոգաբարձուների խորհրդում քաղաքացիական հասարակության ներկայացուցիչների ներգրավելը միտված է թափանցիկության բարձրացմանը, վստահության ամրապնդմանը»,-  Արմենպրեսի հաղորդմամբ՝ նշեց Սարգսյանը՝ անդրադառնալով պատգամավորի դիտարկմանը, թե կարելի է հիմնադրամի կառավարումը թողնել պաշտպանության նախարարության և աշխատանքի և սոցիալական հարցերի նախարարության վրա, իսկ հոգաբարձուների խորհրդի պահպանման ծախսերը ուղղել հիմնադրամին:

Վիգեն Սարգսյանը նշեց, որ ՀՀ Կենտրոնական բանկն արդեն համաձայնել է 5 տարի անվճար և առանց հիմնադրամի միջոցներից որևէ գումար վերցնելու կառավարել ակտիվները: «Իսկ օրենքով մենք սահմանել ենք, որ վերադիր բոլոր ծախսերը չեն կարող գերազանցել ամբողջ կառավարվող գումարի կես տոկոսը: Այս շեմերը հստակ դրված են»,- ասաց նախարարը:

Ձևավորվելիք հիմնադրամի հոգաբարձուների խորհուրդը կազմված կլինի 9 անդամներից: Հոգաբարձուների խորհրդում կլինեն երեքական ներկայացուցիչ ՀՀ կառավարությունից, կենտրոնական բանկից և քաղաքացիական հասարակությունից:
