 Բեսլան քաղաքի մոտ  հոկտեմբերի 14-ին ոչ կանոնավոր ուղևորափոխադրում իրականացնող Մոսկվա-Երևան ավտոբուսի վթարից հետո ՀՀ տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարար Վահան Մարտիրոսյանը հայտարարեց, որ պետք է խստացնել և կանոնակարգել ուղևորափոխադրումների ոլորտը։ 

Նախարարի հայտարարությունից անցել է մեկ ամիս: Այդ ընթացքում աշխատանքներ են տարվել ոչ կանոնավոր ուղևորափոխադրում իրականացնող ընկերությունների հետ, որպեսզի թե՛ կանոնավոր և թե՛ ոչ կանոնավոր ուղևորափոխադրումների դեպքում ընկերությունները կատարեն իրենց պարտականությունները՝ առաջնությունը տալով  ուղևորների անվտանգությանը:

ՀՀ տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների փոխնախարար Արամ Արսենյանը երեկ նախարարին զեկուցեց, որ ոչ կանոնավոր ուղևորափոխադրում իրականացնող երկու խոշոր ընկերություններ՝ «Եվրասիա» և «Բուս վոյաժ» ՍՊ ընկերությունները, համագործակցելով նախարարության հետ, արդեն իսկ իրենց գործունեությունը կազմակերպում են կանոնավոր ուղևորափոխադրումների համար սահմանված չափորոշիչներին համապատասխան: Այս մասին տեղեկանում ենք ՀՀ տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարարության լրատվական ծառայությունից:

«Նշված ընկերությունները ուղևորափոխադրումներն իրականացնում են Հյուսիսային ավտոկայանից»,-նշեց ՀՀ տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարարության տրանսպո րտի վարչության փոխադրումների քաղաքականության բաժնի պետ-վարչության պետի տեղակալ Դավիթ Մելքոնյանը, ավելացնելով, որ չնայած միջպետական ոչ կանոնավոր ուղևորափոխադրումների կազմակերպման և իրականացման կարգի վերաբերյալ օրենքի նախագիծը  դեռևս գտնվում է քննարկման փուլում, այդուհանդերձ այդ երկու ընկերությունները ցանկություն են հայտնել իրենց ուղևորափոխադրումներն իրականացնել կանոնավոր ուղևորափոխադրումների չափանիշներին համապատասխան:

Միաժամանակ նոր նախագծով սահմանվում է, որ ՀՀ-ի հետ տրանսպորտի բնագավառը կանոնակարգող միջազգային հ ամաձայնագրեր չունեցող պետությունից դեպի ՀՀ և հակառակ ուղղությամբ այլ պետություններում հաշվառված տրանսպորտային միջոցներով միջպետական ոչ կանոնավոր ուղևորափոխադրումները պետք է իրականացվեն բացառապես ավտոկայարաններից և ավտոկայաններից, իսկ տրանսպորտային միջոցների կայանումը, պահպանումը (գիշերակացը), տեխնիկական նախաուղերթային զննությունը, վարորդների բուժզննումը պետք է իրականացվի Հայաստանի Հանրապետությունում՝  ավտոկայարանային գործունեություն իրականացնող կազմակերպություններում:
