Վիեննայում եւ Սանկտ Պետերբուրգում ձեռք բերված պայմանավորվածությունները կյանքի չեն կոչվում Ադրբեջանի պատճառով:  Արմենպրեսի հաղորդմամբ՝ նման հայտարարությամբ հանդես եկավ ՀՀ արտգործնախարար Էդվարդ Նալբանդյանը Մոլդովայի փոխվարչապետ, արտաքին գործերի  եւ եվրոպական ինտեգրման նախար ար  Անդրեյ Գալբուրի հետ համատեղ մամուլի ասուլիսի ընթացքում:

«Միաժամանակ ադրբեջանական կողմը փորձում է մոլորության մեջ գցել միջազգային հանրությանը, խեղաթյուրել իրականությունը, որպեսզի խուսափի կյանքի կոչելու այն պարտավորությունները, որոնք ստանձնել է այդ գագաթնաժողովների ընթացքում:  Սկզբում ադրբեջանցիներն ասում էին, որ  այն, ինչի մասին խոսում են եռանախագահող երկրների նախարարները, հայտարարությունը, որը  հրապարակվել էր Վիեննայում հանդիպումից հետո, սոսկ իրենց անձնական կարծիքն է: Նրանք գուցե չէին երեւակայում, որ ընդամենը մեկ ամիս անց կհայտնվեն բավականին անհարմար վիճակում, քանի որ Սանտկ Պետերբուրգի գագաթնաժողովից հետո հրապարակվեց նոր հայտարարություն արդեն նախագահների մակարդակով,  որտեղ վերահաստատվեցին Վիեննայում ձեռք բերված պայմանավորվածությունները: Այդ ի՞նչ պայմանավորվածություններ էր վերահաստատում Ադրբեջանի ղեկավարը Սանտկ Պետերբուրգում: Այդ ինչպե՞ս է պատահում, որ բոլորը մի բան են հասկանում եւ ոչ միայն մեկ երկիր՝ ԱՄՆ-ն, Ռուսաստանը, Ֆրանսիան, իսկ Ադրբեջանը լրիվ ուրիշ բան է հասկանում»,-ասաց ՀՀ արտգործնախարարն՝ ընդգծելով, որ Ադրբեջանն առաջին անգամը չէ, որ նման վարվելակերպ է դրսեւորում:

Նա նշեց, որ եռանախագահները դեռ վաղուց են կոչ արել Ադրբեջանին անել նույնը, ինչ Հայաստանը, այն է՝ համաձայնել հետաքննական մեխանիզմների ստեղծմանը:

«Ադրբեջանը դեռ 2011 թվականից է շարունակում  պնդել իր կեղծարարությունը եւ բացահայտ սուտը: 2011, 2012 թվականներին տեղի ունեցած հանդիպումների ընթացքում, երբ որ  Ռուսաստանի, Հայաստանի, Ադրբեջանի նախագահներն իրենց հայտարարության մեջ նշեցին այդ հետաքննական մեխանիզմների ստեղծման անհրաժեշտության մասին,  հաջորդ օրը  նրանք վերադառնում են  Բաքու եւ ասում, որ չկա պայմանավորվածություն: Ադրբեջանը խոչընդոտում է ստեղծել բանակցային գործընթացի առաջխաղացման համար անհրաժեշտ պայմանները, ինչու, որովհետեւ  վախենում է, որ ավելի ակնհայտորեն կպարզվի, որ խախտողն է, չնայած, որ  բոլորն էլ գիտեն՝ ով է խախտողը»,-եզրափակեց ՀՀ արտգործնախարարը:
