Այսօր կառավարության նիստում հաստատվեց արդարադատության նախարարության կողմից ներկայացված ապօրինի հարստացման քրեականացման մասին հարցը:
Արդեն խորհրդարանում արդարադատության նախարար Արփինե Հովհաննսիյանը, լրագրողների հետ զրույցում անդրադառնալով օրինագիծը քննադատողներին, նշեց. «Եթե քննադատությունն ուղղված է առհասարակ գաղափարախոսությանը, ապա այդտեղ կարող են տարբեր կարծիքներ լինել: Եթե խոսքը վերաբերում է նախագծին, ապա չեմ կարող կիսել այդ տեսակետը: Հետադարձ ուժի խնդիրը որեւէ պարագայում քաղաքական իշխանության կամքի դրսեւորում չէ, դա բացառվում է: Միջազգային իրավունքի սկզբունք է դա, որ եթե որեւէ առարկա քրեականացնում ես որեւէ պահի, հետադարձ ուժ չի կարող ունենա»,- ասաց նախարարը:

«Եթե մենք խոսում ենք ապօրինի հարստացման քրեականացման մասին, ապա այստեղ խնդիր կա անմեղության կանխավարկածի, որեւէ փաստ չկա, իրավական տեսանկյունից որեւէ ապացուցված բան չկա, եւ մենք անընդհատ բարձրաձայնում ենք, որ կան ապօրինի հարստացածներ ու հանկարծ նրանց վրա չի տարածվում: Ի՞նչ են առաջարկում, չքրեականացնե՞նք: Խնդիրը հետեւյալն է՝ արդյոք կողմնակի՞ց են այդ մարդիկ, ովքեր քննադատություն են հնչեցնում, առհասարակ չքրեականացնենք ապօրինի հարստացումը, արդյո՞ք ձեզ մոտ կա համոզմունք որ քրեականացումից հետո այլեւս ապօրինի հարստանալու վտանգ, գայթակղություն չի լինի: Դուք արդյո՞ք այդ համոզմանն եք, եթե, այո՛, եկեք ապօրինի հարստացումը չքրեականացնենք»,- հայտարարեց նախարարը:
Նկատենք, որ նախարարն ապօրինի հարստացման քրեականացման օրինագիծն ուշացած չի համարում: Նա կարծում է, որ նախագիծը շատ անհրաժեշտ է:

Հարցին՝ սա չի՞ լինի հերթական լավ օրենքը, որ չի գործի, նախարարն ասաց. «Ո՛չ, կրկին կտրվում ենք նախագծից: Կրկին կտրվում ենք քաղաքական կամքի դրսեւորումից եւ խոսում ենք չհաստատված անմեղության կանխավարկածը խախտող փաստերի մասին: Ընդունում եմ, որ կա վստահության խնդիր, բայց ես չեմ կարող բոլորին համոզել, որ այսպես այլեւս չի լինելու կամ հավատացե՛ք մեզ: Ո՛չ, պիտի քայլերը կատարվեն եւ փորձը ցույց տա դա: Ի դեպ, շատերը չէին հավատում նաեւ, որ ապօրինի հարստացման քրեականացումը երբեւէ կհասնի կառավարություն»։
