ՀՀ գլխավոր դատախազությունը հանցավոր ոտնձգություններից զինծառայողների իրավունքների պաշտպանության երաշխավորն է և ակտիվ աշխատանքներ է տանում այդ ուղղությամբ:

Լրագրողների հետ զրույցում այս մասին ասաց ՀՀ գլխավոր դատախազ Արթուր Դավթյանը:

«Այսօր մենք ունենք բազմաթիվ դեպքեր, երբ վարույթ ենք սկսում, պայմանավորված նրանով, որ առկա են լինում զինծառայողների իրավունքների պաշտպանության անհրաժեշտություն հանցավոր ոտնձգո ւթյուններից, մասնավորապես՝ բռնություն, սպառնալիքներ:

Ընդ որում՝ նման դեպքեր լինում են ինչպես ժամկետային զինծառայողների, այնպես էլ սպաների միջև»,- նշեց ՀՀ գլխավոր դատախազը:

Անդրադառնալով զինված ուժերում նման դեպքերը կանխելու մեթոդներին՝ Արթուր Դավթյանն ընդգծեց, որ իրավիճակն ուղղելու, նման երևույթների դեմ պայքարելու արդյունավետ մեխանիզմներ գտնելու փնտրտուքները մշտապես պետք է լինեն: «Ես այս դեպքում առաջին հերթին կարևորում եմ զինծառայողների իրազեկվածության մակարդակի բարձրացումը: Ցանկացած ոլորտում կարող ես պաշտպանված լինել, երբ ավելի շատ իրազեկ ես:

Զինված ուժերում մենք մեծ մասամբ գործ ունենք 18 տարին նոր բոլորած երիտասարդների հետ, և անհրաժեշտություն կա նրանց իրազեկել իրենց իրավունքների մասին: Զինծա ռայողները նախ պետք է իմանան, թե ինչ իրավունքներ ունենք, դրանց պաշտպանության ուղղությամբ ինչ քայլեր կարող են ձեռնարկել: Բայց մենք չենք կարող միայն սրանով բավարարվել:

Բնականաբար, ներդրվելու են նոր մեխանիզմներ, որոնք գաղտնիության պահպանման կամ այլ ռեժիմներով հնարավորություն կտան, որպեսզի պետական մարմինները բոլոր դեպքերում տեղյակ լինեն մարդու իրավունքների խախտումների վերաբերյալ և յուրաքանչյուր դեպքում հնարավորություն ունենա ապահովել պատշաճ քննություև, դեպքերի բացահայտում, մեղավոր անձանց արդարացի պատասխանատվության ապահովում»,- նշեց Դավթյանը:

ՀՀ գլխավոր դատախազը հավելեց, որ վերջին տարիներին  զինծառայողների փոխհարաբերություններում բռնության կիրառման դեպքերի նվազման միտում է նկատվում:
