ՀՀ ՔԿ-ն բացահայտել է կեղծիքների միջոցով զորակոչից խուսափելու մի քանի տասնյակ դեպքեր

ՀՀ քննչական կոմիտեի զինվորական քննչական գլխավոր վարչության վարույթում քննվող քրեական գործով բացահայտվել են առողջական խնդիրների պատճառաբանությամբ՝ կեղծիքների միջոցով զինվորական ծառայության հերթական զորակոչից խուսափելու մի քանի տասնյակ դեպքեր։ Պարզվել է հանցավոր գործունեության մեջ ներգրավված անձանց ինքնությունը, որո նց գործողություններին տրվել են համարժեք իրավական գնահատականներ։

Ինչպես տեղեկացրին  ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից, քննությամբ ձեռնարկված մեծածավալ քննչական գործողությունների արդյունքում բավարար ապացույցներ են ձեռք բերվել առ այն, որ Երեւանի մի բնակչուհի, չունենալով մշտական կամ ժամանակավոր աշխատանք, զարտուղի ճանապարհով, խարդախությամբ գումար վաստակելու նպատակով, տարբեր քաղաքացիների ներկայացել է որպես ՀՀ զինված ուժերի նախկին աշխատակից, գործող բուժհաստատություններում ազդեցիկ ծանոթներ ունեցող անձ, իր ծառայություններն է առաջարկել ժամկետային զինվորական ծառայության հերթական զորակոչից ազատվելու ցանկություն ունեցող անձանց՝ խոստանալով տարբեր չափերի գումարների դիմաց տարկետումներ տրամադրել, որոշ դեպքերում նաև` ընդհանրապես ազատել զորակոչից:

Քննության տվյալներով՝ նշված կինն ընդհանուր առմամբ համաձայնություն է ձեռք բերել մոտ երեք տասնյակ անձանց հետ եւ նրանցից ստանալով համապատասխան գումար՝ ապօրինի եղանակով կազմակերպել է տարկետումներ ապահովող բժշկական ախտորոշումներով կեղծ տեղեկանքների տրամադրումը, որոնց օգտագործմամբ զորակոչիկներն ձեռք են բերել տարկետման իրավունք։

Բացահայտվել է հանցագործության կատարման մեխանիզմը. մի դեպքում կաշառքի դիմաց բուժհաստատությունների կողմից տրվել են տարկետման համար հիմք հանդիսացող՝ առողջական վիճակի հետազոտման ակտեր, թեեւ տվյալ զորակոչիկը նման հիվանդությամբ չի տառապել, իսկ մեկ այլ դեպքում՝ ընդհանրապես կեղծվել են բժշկական փաստաթղթերը։ Երկու դեպքում էլ կեղծ փաստաթղթերը ներկայացվել են կենտրոնական բժշկական հանձնաժողով, որոնց հիման վրա զորակոչիկներին տրամադրվել են տարկետումներ։ Բազմակողմանի քննության արդյունքում բացահայտվել են վերոնշյալ մեխանիզմներով նաեւ զինծառայողների զորացրման դեպքեր։

Ընդհանուր առմամբ բացահայտվել է 2010-2015թթ. կատարված հանցագործության 32 դեպք, որոնք իրենց մեջ պարունակում են ՀՀ քրեական օրենսգրքով նախատեսված 75 հանցավոր արարքների համակցություն։ Ձեռք բերված ապացույցների հիման վրա մեղադրանքներ են առաջադրվել 12 անձի, եւս մեկ անձի նկատմամբ հայտարարվել է հետախուզում։ Դատարան է ուղարկվել երկու քրեական գործ, երրորդ քրեական գործի նախաքննությունը շարունակվում է։
