ՀՀ ներկայացուցիչը ելույթ է ունեցել ՄԱԿ անվտանգության խորհրդի բաց քննարկմանը

Անվտանգության խորհրդում նոյեմբերի 22-ին տեղի ունեցավ բաց քննարկում` «Միջազգային խաղաղության և անվտանգության ապահովում. Ջրային ռեսուրսներ, խաղաղություն և անվտանգություն» խորագրի ներքո:

Այս մասին տեղեկացրին ՀՀ արտաքին գործերի նախարարության մամուլի, տեղեկատվության և հասարակայնութ յան հետ կապի վարչությունից:

Քննարկումներին բացման խոսքով հանդես եկավ ՄԱԿ գլխավոր քարտուղար Բան Կի Մունը, ով մասնավորապես նշեց, որ աշխարհի համար կարևոր արժեք ունեցող ջրային ռեսուրսների կառավարումը պետք խրախուսվի որպես մի միջոց՝ խթանելու համագործակցությունը, այլ ոչ թե հակամարտությունը:

Քննարկման ժամանակ ելույթով հանդես եկավ ՄԱԿ-ում ՀՀ մշտական ներկայացուցիչ, դեսպան Զոհրաբ Մնացականյանը, ով մասնավորապես նշեց, որ անդրսահմանային ջրային ռեսուրսները հասարակությունների և ազգերի միջև սոցիալական և տնտեսական փոխկախվածություն են ստեղծում, ինչը կարող է երկրի ներսում և երկրների միջև վեճերի և հակամարտությունների պատճառ դառնալ:

Միևնույն ժամանակ փոխադարձ շահերի և փոխկախվածության գիտակցումը պետք է հիմք ծառայի տարածաշրջանային խաղաղության և անվտանգության ամրապնդման, ինչպես նաև տնտեսական աճի համար: Զոհրաբ Մնացականյանի խոսքով, պետությունների կողմից հստակ քաղաքական կամքի և իրական հանձնառության դրսևորումը կենսական նախադրյալներ են անդրսահմանային ջրային ռեսուրսների հաջող կառավարման համար:

ՀՀ մշտական ներկայացուցիչն ընդգծեց, որ նման համագործակցությունը հիմք է ոչ միայն հարևան ժողովուրդների միջև փոխադարձ շահերին արձագանքելու և դրանք առաջ մղելու համար, այլև վստահության կառուցման կարևոր միջոց է չկարգավորված հակամարտությունների պարագայում:

ՀՀ մշտական ներկայացուցիչն ափսոսանք հայտնեց այն փաստի առնչությամբ, որ անգամ նման բնույթի հարցերում Ադրբեջանն ընտրել է Հայաստանի վրա ցեխ շպրտելու և մեղադրանքներ ներկայացնելու մոտեցումը:

«Սարսանգի ջրամբարը, որն առանցքային նշանակություն ունի Լեռնային Ղարաբաղի տնտեսության համար` մեծապես գյուղատնտեսական եւ էներգիայի արտադրության տեսնակյունից, գտնվում է Լեռնային Ղարաբաղի իշխանությունների մշտական վերահսկողության ներքո»,- ընդգծեց Զոհրաբ Մնացականյանը:

Նա հիշեցրեց, որ Լեռնային Ղարաբաղի իշխանությունները, որպես բարի կամքի դրսևորում, բազմիցս առաջարկել են ջրային ռեսուրսների համատեղ օգտագործման մեխանիզմ, ինչը ևս կարող է ծառայել որպես կողմերի միջև վստահության կառուցման միջոց:

«Փոխարենն Ադրբեջանը նախընտրում է տարածել անհիմն մեղադրանքներ և կասկածելի «ապացույցներ», որոնք, ըստ էության և մեղմ ասած, ապատեղեկատվություն են: Խավիարային դիվանագիտությունն առաջ տանելու փոխարեն Ադրբեջանն ինքն իրեն և ողջ տարածաշրջանին մեծ լավություն արած կլինի, եթե անկեղծորեն ներգրավվի համաձայնեցված ձևա չափի շրջանակներում խաղաղության գործընթացում»,- եզրափակելով իր խոսքն ասաց ՀՀ մշտական ներկայացուցիչը:
