«Ժամանակ» թերթը գրում է. «Հայաստանում Սամվել Կարապետյանի ոչ միայն տնտեսական ակտիվներն են մեծանում, այլեւ՝ քաղաքական: Դեռ 2010-ին Երեւանի քաղաքապետ Գագիկ Բեգլարյանի հետ կապված հայտնի միջադեպից հետո ներիշխանական հնարավոր մեծ լարումը հարթեց հենց Սամվել Կարապետյանը: Դրանից հետո, 2015-ի փետրվարին Գ. Ծառուկյանի քաղաքականությունից հեռանալու որոշման կայացման մեջ մեծ էր նաեւ իր ներդրումը:
