ՀՀԿ-Կարապետյան․ շահավետ համաձայնություն, թե՞ իրավիճակային լուծում

Վերջապես հանգուցալուծվեց վերջին շրջանում ամենաքննարկվող թնջուկը՝ Կարեն Կարապետյանը ՀՀԿ-ին անդամակցության դիմում է գրել։ Նմանատիպ դիմում է գրել նաև Վիգեն Սարգսյանը։ Վարչապետի դիմումով փակվեց հայաստանյան վերլուծաբանների անսպառ կոնսպիրացիաների ու կանխատեսումների հորդառատ աղբյուրը և այժմ արդեն ժամանակն է նոր ինտիրգներ որոնելու։

Իրականում սակայն Կարապետյանի անդամակցությունը բոլորովին էլ ինտրիգ չէր և արդյունք էր իրերի բնականոն զարգացման։ Արդյո՞ք Կարեն Կարապետյանը մեծ խանդավառությամբ է անդամկցում ՀՀԿ-ի բոլորովին այլ հարց է, ընդ որում ոչ էական հարց, քանի որ քաղաքականության մեջ խանդավառությունը, ոգևորությունը և մնացած բոլոր զգացմունքները ընդամենը ծառայում է քաղաքական նպատակների իրականացմանը՝ որպես զուգահեռ գործիքներ, եթե դրանց անհրաժեշտությունը կա։ Ուստի այս տեսանկյունից Կարեն Կարապետյանի անդամակցությունը ՀՀԿ-ին պրագմատիկ ընթացք էր, ընդ որում պրագմատիկ նաև ՀՀԿ-ի համար։

Թերևս առաջիկա ՀՀԿ համագումարում Կարեն Կարապետյանը իր ուրույն տեղը կգրավի նաև ՀՀԿ Գերագույն մարմնում և դրանով իսկ  ՀՀԿ-Կարապետյան  փոխշահավետ համաձայնությունը կարող է արդեն հեռանկարային դառնալ։ Հանրապետականը վարչապետի անդամակցումով լիարժեք իրավունք է ստանում Կարեն Կարապետյանի կառավարության ձեռքբերումների նկատմամբ։

Անշուշտ Հանրապետականը անգամ Կարեն Կարապետյանի ձախողման դեպքում  չի պատրաստվում ստանձնել այդ պատասխանատվությունը, ինչպես եղավ  նախորդ վարչապետերի պարագայում, սակայն դա նույնպես օրինաչափ է, քանի որ Հայաստանի պարագայում իշխանության կուսակցությունը և ընդհանրապես իշխանությունը միայն հաջողությունների տերն է։ Սակայն սա այլ խնդիր է։

Իսկ առկա պայմաններում, չնայած որևէ վարչապետի ու կառավարության հնարավորությունների սահմանում չէ արմատական փոփոխությունները, այնուամենայնիվ այդ փոփոխությունների բուտաֆորան արդեն իսկ ստեղծվում է, որն ավելի շատ հանրային տրամադրություն է ստեղծում քան թե պրակտիկ միջավայր։ Սակայն պետք է խոստովանել, որ հայաստանյան հանրությունը գործնական քայլերից զատ ունի նաև վստահության և հավատի պակաս, որոնք այս դեպքում արդեն վերացական կատեգորիաներ չեն։

Մյուս կողմից, եթե Կարեն Կարապետյանի անդամակցության պարագայում ակնհայտ են Հանրապետականի շահերը, ապա հարցը է առաջանում, թե ինչ է ստանում դրա դիմաց հենց ինքը Կարապետյանը։

Ըստ էության Կարեն Կարապետյանը անդամակցելով ՀՀԿ-ին ձեռք է բերում կարևոր հենարան՝ գոնե Հանրապետականի մի մասի պարագայում։ Բացի այս կարծես թե ակնհայտ է, որ Կարեն Կարապետյանը անդամակցում է ՀՀԿ-ին որոշակի պայամաններով, որոնք ամենայն հավանականությամբ վերաբերում է վարչապետի քաղաքական հետագա ճակատագրին և գործունեությանը։

Այսինքն  թե, Կարապետյանին տրվել են որոշակի երաշխիքներ, առ այն, որ նա չի լինելու 6 ամսվա վարչապետ։

Ամեն դեպքում այս իրավիճակի հանգուցալուցմանը մնացել է ընդամենը 4 ամիս։
