Ազգային ժողովը քննարկում է կուսակցությունների մասին օրինագիծը։ Նախնական տարբերակով այս օրինագիծն առաջարկում է ազատականացնել կուսակցությունների ձևավորման դաշտը։ Նման անհրաժեշտության մասին իրենց խոսքերում նշեցին Շարմազանովն ու հանրապետական կուսակցության այլ ներկայացուցիչներ։ վերջիններս հիմք էին ընդունում այն, որ ժողովրդավարության համար քաղաքական ազատ մրցակցությունը պարտադիր նախապայման է։

Սակայն, սկզբունքորեն համաձայն լինելով այս պնդման հետ, այնուամենայնիվ հարց է առաջանում, թե արդյոք ներկայիս հայաստանյան իրավիճակում այս ոլորտն ունի ազատականացման կարիք կամ ընդհանրապես ինչ խոչընդոտներ կարող են լինել։

Վերջի վերջո փաստն այն է, որ ներկայումս համաձայն պաշտոնական տվյալների Հայաստանում գրանցված են 79 քաղաքական կուսակցություններ։ Թե այս 79-ից քանիսի մասին գիտի միջին վիճակագրական հայաստանցին գրեթե ակհնայտ է՝ առավելագույնը տասը կուսակցության։ Ընդ որում պետք է շեշտել, որ ներկայումս էլ առանց սպասելու որևէ ազատականացման շարունակաբար մենք լսում ենք այս կամ այն անհատի կողմից կուսակցություն  «բացելու» մասին։ Ի դեպ ասյտեղ բնութագրական է, որ շատերն օգտագործում են «բացել» բառը, կարծես թե խոսքը գնում է որևէ կրպակ կամ խանութ բացելու մասին։

Այդուհանդերձ սա նշանակում է, որ այս ոլորտում որևէ հատուկ խոչընդոտ կամ ազատականացման կարիք չկա, քանի որ նշված 79 կուսակցությունների գերակշիռ մասը մարդ-կուսակցություններն են, որոնք քաղաքական ուժ են հանդիսանում միայն պետռեգիստրի վկայականով։ 

Այս իրավիճակում հասկանալի է, որ դաշտի առավել ազատականացումը բերելու է մարդ-կուսակցությունների թվի ավելացման, որը խորհրդարանական ընտրություններից առաջ ավելորդ խառնաշփոթ է ստեղծելու։ Մեծ հաշվով, անգամ ներկայիս հիմնական խաղացող քաղաքական կուսակցությունները դեռևս հստակ քաղաքական օրակարգով ու ծրագրով հանդես չեն եկել և դեռ պարզ չէ, թե ինչպիսի դաշինքներ կամ միավորման գործընթացներ կունենանք մենք 2017-ի Խորհրդարանական ընտրություններին ընդառաջ։ Նման պայմաններում քաղաքական դաշտում հապճեպորեն նոր խաղացողների ու մարդ կուսակցությունների մտնելով, իրավիճակն ավելի անորոշ ու խառնիճաղանջ կարող է դառնալ։

Այս տեսանկյունից պետք է շեշտել, որ նման զարգացումը առավել քան ձեռնտու է իշխանությանը, քանի որ  նման քայլով վերջնականապես վերջ կդրվի շատ թե քիչ հստակ քաղաղաքական դաշտ և մասնավորապես կազմակերպված ընդդիմությունը ունենալու տեսլականին, ինչ արդյունքում իշխանությունը կամ իշխանական կուսակցությունները մինչ ընտրությունները կլուծեն իրենց ընտրական խնդիրները։
