Անձնագրային և վիզաների վարչության պետը Skype-ով պատասխանել է հայրենակիցներին հետաքրքրող հարցերին

ՀՀ ոստիկանության անձնագրային և վիզաների վարչության պետ, ոստիկանության գնդապետ Մնացական Բիչախչյանը նոյեմբերի 29-ին Skype-ի միջոցով պատասխանել է հայրենակիցներին հետաքրքրող հարցերին, որոնք  վերաբերել են ՀՀ քաղաքացիության վերաբերյալ տեղեկանքի և երեխաների հանրային ծառայությունների համարանիշի ստացման կարգերին, անձնագրում օտարերկրյա պետությունում վավերականության նշում կատարելու  պետական տուրքի չափին։

Այս մասին տեղեկացնում է ՀՀ ոստիկանության պաշտոնական կայքը, որի հաղորդագրության մեջ նաև նշված է. «Ռուսաստանից զանգահարած քաղաքացին տեղեկացրել է, որ ծնվել է 1988 թ.-ին Հայաստանում, այնուհետև ծնողների հետ տեղափոխվել է ՌԴ: Ներկայումս ՌԴ քաղաքացիություն ստանալու համար իրենից պահանջում են ՀՀ քաղաքացիության վերաբերյալ տեղեկանք: Քաղաքացին ցանկանում էր տեղեկանալ, թե նշված խնդրով որ մարմնին կարող է դիմել:


Պարզաբանվել է գործող կարգը, համաձայն որի՝ կարող է դիմել ՌԴ-ում գտնվող ՀՀ դիվանագիտական ծառայություն կամ լիազորված անձի միջոցով՝ Անձնագրային և վիզաների վարչություն: Հյուպատոսական ծառայություն դիմելու դեպքում նյութերը Արտաքին գործերի նախարարության միջոցով կփոխանցվեն ԱՎՎ: Համապատասխան ուսումնասիրության արդյունքում տեղեկատվությունը նույն ճանապարհով կփոխանցվի հյուպատոսական ծառայություն, որպեսզի տրվի պահանջվող տեղեկատվությունը:
Լիազորված անձի միջոցով ԱՎՎ դիմելու դեպքում տեղեկատվությունը կտրամադրվի լիազորված անձին:

Զանգահարել է ՀՀ-ում բնակվող քաղաքացին և տեղեկացրել, որ իր ազգականը ընտանիքի հետ միասին ներկայումս բնակվում է ՌԴ-ում: Ունեցել են իրենց 4-րդ երեխան: Սոցիալական ծառայությունից համապատասխան դրամական օգնություն ստանալու համար պահանջվում են երեխաների հանրային ծառայությունների համարանիշերը: Երեխայի հայրը ցանկանում է վերադառնալ Հայաստան՝ փաստաթաղային հարցերը լուծելու համար: Քաղաքացին տեղեկացրել է նաև, որ բոլոր երեխաները ՀՀ քաղաքացիներ են և ունեն ՀՀ քաղաքացու անձնագրեր: Երեխաներից մեկը 17 տարեկան է, իսկ երկուսը չափախաս են՝ 18-ից բարձր տարիքի:

Պարզաբանվել են ՀՀ օրենսդրության պահանջները, համաձայն որոնց՝ 16 տարին լրացած լինելու դեպքում հանրային ծառայությունների համարանիշ ստանալու դիմումը ներկայացնում է անձամբ քաղաքացին կամ նրա կողմից լիազորված անձը: Ընդ որում, լիազորագրի համար պարտադիր նոտարական վավերացում չի պահանջվում:

Զանգահարել է օտարերկրյա պետությունում գտնվող քաղաքացին և տեղեկացրել, որ անձնագրում օտարերկրյա պետությունում վավերականության նշում կատարելու համար ցանկանում է դիմել օտարերկյա պետությունում գտնվող հյուպատոսական ծառայությանը: ՑանկանուÕ ´ էր տեղեկանալ նշված գործողության համար պետական տուրքի ինչ դրույքաչափեր են գործում:

Քաղաքացուն պարզաբանվել է, որ թեև հյուպատոսական ծառայությունները ՀՀ ոստիկանության կառուցվածքում չեն, այնուամենայնիվ «Պետական տուրքի մասին» ՀՀ օրենքով սահմանված են դրույքաչափեր, որոնք տարբերվում են Հայաստանում դիմելու դեպքում օրենքով սահմանված դրույքաչափերից:

Մասնավորապես, օտարերկրյա պետություններում ՀՀ քաղաքացու անձնագրի վավերականության ժամկետը մինչեւ երկու տարի ժամկետով երկարաձգելու համար սահմանված է պետական տուրք 10.000 դրամի չափով , իսկ երկու տարուց ավելի ժամկետով երկարաձգելու համար՝ 20.000 դրամի չափով: Տեղեկացվել է նաև, որ մանրամասն տեղեկությունները զետեղված են ԱԳՆ www.mfa.am պաշտոնական կայքի «Հյուպատոսական ծառայություն» բաժնի «Պետական տուրքի դրույքաչափեր» ենթաբաժնում:
