Բարձրագույն կրթության մասին օրենքը նախատեսում է բուհերում ստեղծել ժողովրդավարական համակարգ

 «Բարձրագույն կրթության մասին» օրենքի ուղղությամբ Կրթության և գիտության նախարարությունը սկսել է աշխատել դեռևս գարնանը և տեղեկացրել, որ տարեվերջին արդեն կլինի բարձրագույն կրթության օրենքը։ 

«Այն ամենը, ինչ մենք նախատեսում ենք բարձրագույն կրթության համակարգում, առանց լուրջ օրենսդրական հենքի հնարավոր չէր անել։ Այն արդեն հասունացել էր»,- ասաց ՀՀ կրթության և գիտության նախարար ԼևոնՄկրտչյանը։ 
 Արմենպրեսի հաղորդմամբ, նախարարի խոսքով՝ կային հիմնական մի քանի հարցադրումներ բարձրագույն ուսումնական հաստատությունների ինքնավարության, որակի, բուհերի կառավարման համակարգի, ուսումնական խորհուրդների հետ կապված։ «Շուրջ երկու, երեք տարի օրենքը եղել է մշակման փուլում, անցել է միջազգային լուրջ փորձաքննության փուլեր։ Օրենքի նախագծի ուղղությամբ աշխատել են մի քանի միջազգային փորձագետներ, այն կարծիքների է ուղարկվել, այնուհետև ստացել ենք պատասխաններ։ Երկրորդ փուլում օրենքի վրա աշխատել ենք մեր համալսարանների հետ։ Մենք ուղարկեցինք սևագիր տարբերակ, մոտ երկու-երեք ամիս հետո համալսարանները ներկայացրեցին իրենց դիտողությունները»,- նշեց նախարարը։ 
Հանրային քննարկումից հետո, երբ օրենքի նախագծի նախնական տարբերակը հրապարակվել էր ԿԳՆ պաշտոնական կայքում, այն արդեն շրջանառության մեջ է։ ԿԳ նախարարի խոսքով՝ այսօր արդեն իրենք կստանան Արդարադատության նախարարության եզրակացությունը, մյուս նախարարություններինը արդեն ունեն և անմիջապես կփոխանցեն կառավարության նիստի հաստատմանը։ «Երբ կառավարությունում ընթացակարգով կքննարկենք օրենքը, նաև ըստ կարգի կլինեն լսումներ ԱԺ-ում»,- հավելեց Լևոն Մկրտչյանը։ 
Նա ասաց, թե այս օրենքը նախատեսում է, որ իրենք իրենց ներսում ունենան ժողովրդավարական համակարգ. «Այս իմաստով օրենքում մի քանի լուրջ փոփոխություններ են կ ատարվել։ Փորձել ենք տարանջատել երկու հասկացություն՝ պրոֆեսիոնալ մենեջեր, ով պետք է լինի ռեկտորը, և գիտական խորհրդի դերակատարության մեծացում։ Այսինքն՝ գիտխորհուրդները իրենք պետք է կարողանան ամբողջությամբ պատասխան տալ ակադեմիական որակի համար։ Ռեկտորի գործառույթը պետք է լինի ընդամենը կառավարման համակարգը։ Օրենքը նաև նախատեսում է ամբիոնների, ֆակուլտետների իրավունքների մեծացում։ Փորձել ենք նաև կանոնակարգել, թե, ընդհանուր առմամբ, ինչ սկզբունքներով պետք է ձևավորվեն բուհերը իրենց ներքին կառուցվածքով՝ լուծումների մեջ իրենց միանշանակ ազատ թողնելով»։ 
Լևոն Մկրտչյանը նշեց, որ կառավարության ծրագրում տեղ են գտել նաև ցանցային համալսարաններ, գիտակրթական կլասթերներ, բուհերի խոշորացման համակարգեր ձևավորելու հիմնահարցերը։ Օրենքը բացում է այդ հնարավորությունները, որպեսզի յուրաքանչյուր բուհ ազատ ընտրի կառավարման իր մոդելը։
