Արցախի ՄԻՊ-ը զեկույց կհրապարակի Ադրբեջանի կողմից ապրիլյան պատերազմի օրերին մարդու իրավունքների խախտումների վերաբերյալ

 Ադրբեջանի կողմից 2016 թվականի ապրիլին սանձազերծած պատերազմական գործողությունների առաջին իսկ օրը Արցախի մարդու իրավունքների պաշտպանի հաստատությունը հանձնառություն է ստանձնել միջազգային իրավապաշտպան հանրությանը ներկայացնել Ադրբեջանական զինված ուժերի կողմից թույլ տրված դաժանությունների և միջազգային իրավունքի կոպիտ խախտումների փաստերը: Այս մասին  տեղեկանում ենք Արցախի մարդու իրավունքների պաշտպանի գրասենյակից:

ԼՂՀ մարդու իրավունքների առաջին պաշտպան Յուրի Հայրապետյանն ապրիլի 21-ին հրապարակել է ադրբեջանական դաժանությունների վերաբերյալ նախնական հանրային զեկույց: Զեկույցը վերաբերում է ադրբեջանական ագրեսիայի հետևանքով մարդու իրավունքների բազմաթիվ խախտումներին, այդ թվում՝ գլխատումների, խոշտանգումների, զինծառայողների և քաղաքացիական անձանց մարմինների անարգման փաստերին, ինչպես նաև քաղաքացիական օբյեկտների հրետակոծությանը: Զեկույցը մշակվել է բաց աղբյուրների հիման վրա (մամուլ, սոցիալական ցանցեր և այլն):

ԼՂՀ մարդու իրավունքների երկրորդ պաշտպան Ռուբեն Մելիքյանը ԼՂՀ Ազգային ժողովի առջև հրապարակավ հանձնառել է իրականացնել փաստահավաք առաքելություն` նպատակ ունենանալով մշակել ապրիլյան պատերազմի հետևանքով ադրբեջանական զինված ուժերի կողմից թույլ տրված մարդու իրավունքների խախտումների վերաբերյալ վերջնական զեկույց: Փաստահավաք առաքելությունը նախաձեռնվել է ԼՂՀ մարդու իրավունքների պաշտպանի 2016թ. մայիսի 11-ի որոշմամբ՝ «Մարդու իրավունքների պաշտպանի մասին» ԼՂՀ օրենքի հոդված 11-րդ հոդվածի 4-րդ մասի հիման վրա:

Դեռևս շարունակվող փաստահավաք առաքելության ընթացքում արդեն իսկ կատարվել են բազմաթիվ այցեր, ականատեսների հետ տասնյակ հարցազրույցներ, ռազմական, բժշկական և տեխնիկական մասնագետների հետ խորհրդակցություններ, ինչպես նաև ԼՂՀ պետական մարմիններից տեղեկատվության տրամադրման մասին հարցումներ և բաց աղբյուրների մշտադիտարկում:

Փաստահավաք առաքելության ընթացքում անհրաժեշտություն է առաջացել առանձին զեկույցով անդրադառնալ մարդու իրավունքների երաշխավորման տեսանկյունից հատուկ կարևորություն ունեցող հարցի, այն է` Ադրբեջանական զինված ուժերի վարքագիծը իրենց հսկողության ներքո հայտնվածների նկատմամբ:

Ադրբեջանական զինված ուժերի կարճաժամկետ կամ երկարաժամկետ հսկողություն են ունեցել ընդհանուր թվով 31 անձանց կամ նրանց մարմինների նկատմամբ (այդ թվում` 3 քաղաքացիական անձ)` երեք աշխարհագրական ուղղություններով յոթ առանձին միջադեպերի հետևանքով: Ադրբեջանի հսկողության ներքո հայտնվածների շուրջ 90%-ը ենթարկվել են պատերազմական հանցանքների. նրանք խոշտանգվել են, պատժվել են մահվան, կամ նրանց մարմիններն անարգվել են: Այդ հանցանքները կրել են համակարգված և կազմակերպված բնույթ, քանի որ կատարվել են բոլոր երեք աշխարհագրական ուղղություններով` ապրիլի 2-ին Արցախի կողմի անձանց նկատմամբ հսկողություն հաստատած բոլոր ադրբեջանական զինվորական ստորաբաժանումների կողմից:

Արցախի Հանրապետության մարդու իրավունքների պաշտպանի նոր հանրային զեկույցը հրապարակվելու է դեկտեմբերի 9-ին: Նույն օրը Ռուբեն Մելիքյանը հանդես կգա մամուլի ասուլիսով:
