ԱԺ կանոնակարգի մասին օրենքում Հանրապետականը ներառել է դրույթ, համաձայն որի, համապատասխան լիազորի առկայությամբ խորհրդարանական խմբակցությունների ղեկավարները կարող են քվեարկել բացակա պատգամավորների փոխարեն։ Այս դրույթի պարզունակ շարադրանքը տեղ չի թողնում անգամ ենթատեքստեր փնտրելու համար, քանի որ ամեն ինչ առավելագույնս հստակ է՝ Հանրապետական կուսակցությունը սեփական պատգամավորներին խորհրդարան բերելու փոխարեն որոշեց խնդիրը լուծել մեկ հարվածով՝ այն է օրինականացնել ուրիշի փոխարեն քվեարկության վաղուց հաստատված ավանդույթները։
Գաղտնիք չէ, որ անգամ խորհրդարանական մեծամասնություն ունենալով, Հանրապետականը գրեթե միշտ քվորումի խնդիր է ունենում, քանի որ խմբակցության պատգամավորները սովորաբար զբաղված են լինում իրենց բիզնեսներով կամ այլ անձնական գործերով և ժամանակ չեն ունենում հաճախել ԱԺ նիստերին ու քվեարկություններին, իսկ նրանց փոխարեն արված քվեարկությունները գաղտնի չեն մնում և պարբերաբար հայտնվում են լրատվամիջոցներում` առնվազն դիսկոմֆորտ և «կռուտիտի» անհրաժեշտություն առաջացնելով։ Մեծ հաշվով Ազգային ժողովի նախագահներին չհաջողվեց հասցնել իշխանության կուսակցության պատգամավորներին, որ նրանց հիմնական աշխատավայրը խորհրդարանն է, իսկ աշխատանքի բնույթը` օրենսդրական գործունեությունը։ Անշուշտ, ՀՀԿ խմբակցության ցուցակի ուսումնասիրությունից պարզ կդառնա, թե այդ ցուցակի ներկայացուցիչներից քանիսը կարող են օրենսդրական գործունեություն ծավալել, սակայն դա այլ խնդիր, մեկ այլ խնդիր է այն, որ վերջիններս ֆիզիկապես անգամ ներկա չեն լինում ԱԺ նիստերին, երբեմն էլ շատ կարևոր քվեարկությունների, և խմբակցության մյուս անդամները ստիպված են լինում հիմնականում աթոռից աթոռ վազվզելով քվեարկել գործընկերների փոխարեն։
Եվ ահա, ԱԺ կանոնակարգի մասին օրենքով Հանրապետականը վերջնականապես ուզում է լուծել այս խնդիրը և խուսափել հետագա տհաճ խոսակցություններից։ Նման պայմաններում, թերևս տրամաբանական կլիներ, որ Հանրապետական խմբակցությունը Ազգային ժողովում ներկայացված լինի մեկ անդամով՝ խմբակցության ղեկավարով, որը ենթադրենք կունենա մյուս անդամների մանդատների քանակի լիազորություններ։ Միաժամանակ Հանրապետական պատգամավորները ստիպված չեն լինի կոճակ սեղմելու համար թողնել իրենց բանուգործը և ներկայանալ խորհրդարան ինչ–որ մի օրենքի շուրջ քվեարկելու համար։ Բայց այստեղ պետք է նշել, որ պատգամավորական անձեռնմխելիությունից պետք է օգտվի միայն խմբակցության ղեկավարը։ Նման զարգացում իհարկե հնարավոր չէ, սակայն պետք է խոստովանել, որ ուրիշի փոխարեն քվեարկության օրինականացումն այնպիսի զավեշտ է, որ կարելի է սպասել ցանկացած շրջադարձի, իսկ որ ԱԺ կանոնակարգում նման օրենսդրական կետի առկայությունը միտված է հենց այլոց փոխարեն քվեարկության օրինականացմանը` մեր կարծիքով որևէ կասկածի տեղիք չի տալիս։
Նման պայմաններում թերևս Հանրապետականը կարող է ավելի կառուցողական առաջարկով հանդես գալ և կուսակցությունից որևէ մեկին կուսակցության 160–հազար անդամները լիազորագիր թող տան և հենց այդ մեկ հոգին էլ կներկայացնի ամբողջ կուսակցությունը, կմասնակցի ընտրություններին, կառավարություն կկազմի և ընդհանրապես կզբաղվի նրանով, ինչով որ զբաղվում է կուսակցությունը։
Անշուշտ, սա հումոր է, սակայն որևէ այլ կերպ հնարավոր չէ մոտենալ ԱԺ կանոնակարգում այսօրինակ դրույթի առկայությանը, քանի որ նման խուսանավելու օրենքներ ընդունելու փոխարեն հարկավոր է նախ ընտրական ցուցակներում ներառել անձանց, ովքեր կգիտակցեն որ խորհրդարանն իրենց աշխատավայրն է և իրենք պետք է ներկա լինեն այնտեղ և վերջապես հարկ է մշակել այնպիսի մեխանիզմ, որ ԱԺ գործունեությանը լոյալ պատգամավորները պարզապես վայր դնեն մանդատը կամ փոխանցեն այն գործիչներին, ովքեր գիտեն, թե ինչի պետք է ծառայի պատգամավորական մանդատը։
