«Քաղաքացիական պայմանագիր» հանրային-քաղաքական միավորման կառավարման խորհուրդը, գնահատելով 2014թ. հոկտեմբերի 10-ին Երեւանի Ազատության հրապարակում ոչ իշխանական ուժերի կազմակերպած հանրահավաքը, անհրաժեշտ է համարում արձանագրել.
Հանրահավաքի հարթակից շեշտվեց, որ ոչ իշխանական ուժերը հրապարակ եկած Քաղաքացուն վերապահում են երկրորդական դեր' նրան «զսպելով» քաղաքական պրոցեսների վրա իրական ազդեցություն ունենալուց:
Հանրահավաքը կազմակերպած ոչ իշխանական ուժերի անունից բաց տեքստով Սերժ Սարգսյանի վարչախմբին առաջարկվեց սակարկել քաղաքական իշխանության կիսման, բաժանման, փոխանցման շուրջ:
Նման մոտեցումը անընդունելի է «Քաղաքացիական պայմանագիր» միավորման համար: Մեր գնահատմամբ՝ հենց այդպիսի գործելակերպն է ընկած Հայաստանի երրորդ Հանրապետության ձախողումների հիմքում:
Սրա հետեւանք է նաեւ Հայաստանը Եվրասիական տնտեսական միության մաս դարձնելու Սերժ Սարգսյանի վարչախմբի որոշումը, ինչը դե ֆակտո արժանացավ ոչ իշխանական ուժերի հավանությանը:
«Քաղաքացիական պայմանագիր» հանրային-քաղաքական միավորումը խստորեն դատապարտում է այս գործելակերպը՝ դա համարելով ուղղակի սպառնալիք Հայաստանի սահմանադրական կարգի հիմունքներին:
Հաշվի առնելով վերոգրյալը՝ «Քաղաքացիական պայմանագիրն» առաջնային է համարում հանրային-քաղաքական նոր օրակարգի եւ այդ օրակարգի շուրջ քաղաքական նոր հարթակի ձեւավորումը: Այս նպատակով անհրաժեշտ ենք համարում ընդլայնել քննարկումները քաղաքացիական հասարակության ներկայացուցիչների, վերը նշված գնահատականները կիսող ընդդիմադիր քաղաքական ուժերի, Արցախի եւ Սփյուռքի հանրային-քաղաքական շրջանակների, ակտիվ անհատների հետ:
«Քաղաքացիական պայմանագիր» միավորումը այս գործընթացում իրեն դիտարկում է որպես հավասարներից մեկը եւ միտված չէ իրեն վերապահել «առաջնային», «որոշիչ» դերակատարում, միեւնույն ժամանակ պատրաստ լինելով ստանձնել իր բաժին պատասխանատվությունը' Հայաստանում հաստատված խորքային ճգնաժամը հաղթահարելու գործում:
