ՀՀ-ն և ՀԲ-ն ստորագրել են զարգացման քաղաքականության ֆինանսավորման 50 մլն դոլարանոց ծրագիրը

Հայաստանը և Համաշխարհային բանկը ստորագրել են 50 մլն ԱՄՆ դոլար գումարով զարգացման քաղաքականության ֆինանսավորման գործառնության ծրագիրը: 50 միլիոն ԱՄՆ դոլար ընդհանուր գումարով չորրորդ ֆինանսավորումը վարկ է՝ 14,5 տարի արտոնյալ ժամկետով և 25 տարի մարման ժամկետով: Այն ուղղված է տնտեսության առանցքային ոլորտներում կառավարության բարեփոխումների ծրագրի աջակցմանը: Ինչպես լրագրողների հետ հանդիպմանը նշեց Համաշխարհային բանկի ավագ տնտեսագետ և առաջադրանքի թիմի համաղեկավար Գոհար Գյուլումյանը, զարգացման քաղաքականության ֆինանսավորման 4-րդ վարկային ծրագիրն օժանդակում է Հայաստանի բարեփոխումների լայն շրջանակի` խթանելով հարկաբյուջետային, սոցիալական և բնապահպանական կայունությունը, ամրապնդելով մրցակցությունը: 

«Ծրագիրը սկսվել է 2012 թվականից: Չորրորդ վարկային ծրագիրն այդ թվականից սկսված գործընթացի մի մասն է: Այս ընթացքում զգալի աշխատանքներ են կատարվել տարբեր ուղղություններով: Միջոցառումները, որոնք նախատեսվել էին, Համաշխարհային բանկի գնահատականներով բավարար մակարդակի վրա են կատարված` ներառյալ Հարկային օրենսգիրքը, որի վերաբերյալ մեր մասնագետները բարձր կարծիքի են: Դա բերում է հարկային օրենսդրության օպտիլմալացման, վարչարարության համար նոր գործիք է նախատեսում»,-  Արմենպրեսի հաղորդմամբ` ասաց Գոհար Գյուլումյանը:

Ծրագիրն օժանդակում է մի քանի բարեփոխումներ, որոնք նպատակաուղղված են բնապահպանական օրենսդրության եաշխիքներին: Մասնավորապես, «Ընդերքի մասին» օրենսգրքի փոփոխությունները, որով այն համապատասխանեցվում է «Թափոնների մասին» օրենքին: Արդյունքում, կնվազեցվեն շրջակա միջավայրի վրա ընդերքօգտագործման գործունեության բացասական ազդեցությունները և կպահպանեն գյուղական վայրերի տնային տնտեսությունների կողմից տնօրինվող ռեսուրսները, որոնք հաճախ կախված են գյուղատնտեսական գործունեությունից ստացվող եկամուտներից:

Գոհար Գյուլումյանի տեղեկացմամբ, մյուս ոլորտը գործարար միջավայրի բարելավումն է՝ «Սնանկության մասին» օրենքի փոփոխությունների ընդունմամբ, որով ավելի լավ հավասարակշռություն է սահմանվում վարկատուների և պարտապանների իրավունքների միջև: Գործառնությունն օժանդակում է նաև ֆինանսական ոլորտում թափանցիկության և հուսալիության բարձրացմանը՝ ընդունելով ֆինանսական հաստատությունների և խմբերի ապահովված իրավունքների բացահայտումն ապահովող ենթաօրենսդրական ակտեր:
