Հայաստանի Հանրապետության արդարադատության նախարար Արփինե Հովհաննիսյանը դեկտեմբերի 9-ին մասնակցել է Վենետիկի հանձնաժողովի 109-րդ լիագումար նիստին և ներկայացրել «Կուսակցությունների մասին» ՀՀ սահմանադրական օրենքի նախագծով նախատեսվող փոփոխությունները: Այս մասին տեղեկանում ենք ՀՀ արդարադատության նախարարութ յան տեղեկատվության և հասարակայնության հետ կապերի վարչությունից:

Նշենք, որ այս նստաշրջանում հաստատվելու է Վենետիկի հանձնաժողովի և ԵԱՀԿ/ԺՀՄԻԳ-ի համատեղ կարծիքը՝ «Կուսակցությունների մասին» ՀՀ օրենքի նախագծի վերաբերյալ:

Ողջունելով ներկաներին՝ արդարադատության նախարարն իր երախտագիտություն խոսքն է հայտնել Վենետիկի հանձնաժողովին և ԵԱՀԿ/ԺՀՄԻԳ-ին՝ մասնագիտական բարձրորակ աջակցության  և համագործակցության համար:

Արփինե Հովհաննիսյանի խոսքով՝ նախագիծը մշակելու հիմքում եղել է մեկ հիմնարար սկզբունք՝ ազատականացնել Հայաստանում կուսակցությունների ձևավորման, գրանցման և գործունեության օրենսդրական կարգավորումները:

Նախարարը, ներկայացնելով նախագծի հիմնական փոփոխությունները, ընդգծել է, որ կուսակցության պետական գրանցման հարցում հետևել են ԵԱՀԿ-ի՝ նախկինում ներկայացված դիրքորոշմանը և նվազեցրել պետական գրանցման պահին անհրաժեշտ կուսակցության անդամների թիվը՝ հասցնելով 2000-ից մինչև 1000-ի:

«Կուսակցության տարածքային ներկայացվածության հարցում նախագծով սահմանել ենք առավել լիբերալ կարգավորումներ՝ ի համեմատություն գործող օրենքի: Այս հարցում ևս առաջնորդվել ենք հարցի վերաբերյալ նաև Վենետիկի հանձնաժողովի բազմիցս արտահայտած դիրքորոշմամբ»,- ասել է Արփինե Հովհաննիսյանը: Ներկայացնելով Վենետիկի հանձնաժողովի և ԵԱՀԿ/ԺՀՄԻԳ-ի համատեղ պատվիրակության հետ քննարկման արդյունքները` նախարարը նշել է, որ նախագծում սահմանվել է գենդերային հավասարության սկզբունքը, փոփոխվել են նախագծի կարգավորումներն այնպես, որ կուսակցություններին կարողանան անդամագրվել նաև քաղաքացիություն չունեցող անձինք և այլն:

Ամփոփելով խոսքը՝ ՀՀ արդարադատության նախարար Արփինե Հովհաննիսյանը կրկին շնորհակալություն է հայտնել Վենետիկի հանձնաժողովի և ԵԱՀԿ/ԺՀՄԻԳ-ի բոլոր գործընկերներին համատեղ կատարված աշխատանքի համար:
