Հանրակացարանային տարածքների սեփականաշնորհումն ու նվիրատվությունը դյուրացված կարգով շարունակվում են

 Հանրակացարանային տարածքների սեփականաշնորհման կամ նվիրատվության  գործընթացը դյուրացված կարգով շարունակվում է և ծառայությունը քաղաքացիներին առավել հասանելի դարձնելու համար Պետական գույքի կառավարման վարչության աշխատակիցներն իրենք են այցելում  մարզեր՝ տեղում հանրակացարանների բնակիչների պայմանագրերի կնքումն ապահովելու համար: Այս մասին  տեղեկանում ենք ՀՀ ԿԱ պետակա ն գույքի կառավարման վարչությունից:

Հերթական այցը Լոռու մարզ էր. Վանաձորի Սանկտ Պետերբուրգ փողոցի 3 հասցեում գտնվող բնակելի շենքում ապրող  11 ընտանիքի  հետ կնքվել են նվիրատվության պայմանագրեր, կատարվել է բնակարանների հանձնում-ընդունում: Նույն հանրակացարանում ևս 4 ընտանիքի խնդիր կլուծվի առաջիկայում՝ չափագրումների հետ կապված խնդիրները կարգավորելուց հետո: 

Վանաձոր քաղաքի Սանկտ Պետերբուրգ փողոցի 3 հասցեում գտնվող՝ 2590.38 քառ.մետր մակերեսով բնակելի շենքը և դրա սպասարկման ու օգտագործման համար հատկացված 0,166 հա մակերեսով հողամասը «Հայէկոնոմբանկ»  ԲԲԸ սեփականությունն են հանդիսացել և դրամատունն այն նվիրաբերել է Հայաստանի Հանրապետությանը՝ ՀՀ կառավարության 04.08.2016 թվականի N 815-Ա որոշմամբ,  շենքում բնակվող 15 ընտանիքներին անհատույց հատկացնելու պայմանով: Այս որոշմամբ 68 մարդու սեփական տանիքի խնդիր է լուծվել: Սա պետություն-մասնավոր հատվածի համագործակցության հաջողված օրինակ է:

Հիշեցնենք, որ հանրակացարանային տարածքները սեփականության իրավունքով դրանք զբաղեցնող քաղաքացիներին են հանձնվում երկու ճանապարհով` սեփականաշնորհման և  նվիրատվության: 

Պետական կառավարչական հիմնարկներին ամրացված հանրակացարանային բնակելի տարածքները սեփականաշնորհվում են դրանցում 3 տարվանից ավելի բնակվող` 1988-1992 թվականներին Ադրբեջանի Հանրապետությունից բռնագաղթած և Հայաստանի Հանրապետության քաղաքացիություն ստացած անձանց:

Հանրակացարանային տարածքները նվիրատվությամբ հատկացվում են դրանք առնվազն 5 տարի զբաղեցնող և հաշվառված հայաստանաբնակ անապահով ընտանիքներին:

 Հանրակացարանային բնակելի տարածքների սեփականաշնորհման գործընթացը սկսվել է 2002թվականից: Հանրակացարանային տարածքների մեծ մասի` մինչև 2010թ. ակտիվ սեփականաշնորհումից հետո գործընթացը դանդաղել էր և այն ավարտին հասցնելու նպատակով  ՊԳԿ վարչության  պետ Արման Սահակյանի նախաձեռնությամբ 2011թվականից կրկին ակտիվացավ: Ընդառաջելով հանրակացարաններում ապրող տեղաբնակ բազմաթիվ անապահով քաղաքացիների դիմումներին, նույն` 2011թվականին ՀՀ կառավարության համապատասխան որոշմամբ կանոնակարգվեց և սկսվեց նաև նրանց զբաղեցրած տարածքների նվիրատվության գործընթացը:

Պետական գույքի կառավարման վարչության  ղեկավարի հանձնարարականով ու մշտական վերահսկողությամբ հանրակացարանային տարածքների սեփականաշնորհումն ու նվիրատվությունն իրականացվում են արագացված ու դյուրացված ընթացակարգերով: Վարչության աշխատակիցները պարբերաբար այցելում են հանրակացարաններ, այնտեղ բնակվող մեր հայրենակիցներին ներկայացնում սեփականատեր դառնալու հնարավորությունը,  օգնում անհրաժեշտ փաստաթղթերը հավաքելուն, ծագող խնդիրները կարգավորում մյուս գերատեսչությունների հետ:  Խնդիր է դրված` հնարավորին արագ  գործընթացը հասցվել տրամաբանական ավարտին:

2011 թվականից առայսօր մայրաքաղաքի և մարզերի հանրակացարաններում բնակվող 366 ընտանիքի սեփականության խնդիր է լուծվել, որից 253-ը` նվիրատվության, 113-ը` սեփականաշնորհման ճանապարհով: Շահառուները  913-ն են, նրանց հատկացված սենյակների թիվը՝ 407: Գործընթացը շարունակվում է, առաջիկայում միքանի տասնյակ ընտանիքի խնդիր ևս կլուծվի:
