«Փաստ» օրաթերթը գրում է.

Հայաստանում կոռուպցիա կա և այն տիրապետող է բացառապես բոլոր ոլորտներում: Այս աքսիոմատիկ ճշմարտությունը ոչ ոք կասկածի տակ չի դնի: Անգամ իշխանական թևը, ամենաբարձր մակարդակով: Ժամանակ առ ժամանակ, Հայաստանում սկսվում է վհուկաորս, ու այդ որսի ընթացքում տուժում են որոշ կաշառակերներ: Չեմ պնդում, թե դա վատ է: Ցանկացած կոռուպցիոն բացահայտում կամ կաշառակերության դեպքի կանխում իր մեջ պարունակում է դրական իրողություն: Սակայն տարօրինակ է այն հանգամանքը, որ նման երևույթները մեզանում լինում են խիստ ընդմիջումներով և երաշտային սեզոնների նման: Ասել կուզե, դրանք համակարգված և համակարգային են, միայն թե, համակարգի համար էական չէ, թե այս անգամ ով կհայտնվի «հիվանդ օղակի» դերում: Համակարգը չի ճանաչում անձեր, զգացմունքներ, հույզեր: Այն պետք է գործի անխափան, այլապես կդադարի համակարգ լինելուց: Վերջին բացահայտումների մասով բավականին ուշագրավ շարք է: ՊՆ մայոր, փոխգնդապետ, քաղաքապետարանի բաժնի վարիչ, դատավոր և այլն: Սակայն այս կոսմետիկ վիրահատությունը շատ քիչ է էական հարցեր լուծելու համար: Հասարակությունը վաղուց ձեռք է բերել յուրատեսակ հոտառություն, որն իրեն հնարավորություն է տալիս չխաբվել նմանօրինակ իմիտացիաներից: Ընդհանրապես կոռուպցիան և դրանից բխող իրողությունները, արդյունք են վատ կյանքի, չկայացած քաղաքական և պետական համակարգի, ավանդութային իրավունքի արտահայտման և այլն: Միջանկյալ դիտարկում անենք ասվածի վերաբերյալ: Ոչ վաղ անցյալում, Երևան քաղաքի Շենգավիթ վարչական շրջանի ընդհանուր իրավասության դատարանի դատավոր Իշխան Բարսեղյանը ձերբակալվեց կաշառք վերցնելու պահին: Այս պատմության մեջ կա երկու աբսուրդ, եթե կուզեք` անգամ ողբերգություն: Նախ վայրը, որտեղ կաշառք էր վերցնում դատավորը: Անցումի տակ: Սկսենք նրանից, որ անգամ տեղյակ լինելով դատական համակարգի մինչև վերջ կոռումպացված լինելու մասին, հասարակությունն ամեն դեպքում ակնածանքով կամ պատկառանքով է վերաբերվում դատավորներին: Պատկերացրեք ինչ տիրապետող նվաստացուցիչ վիճակ է արդեն Հայաստանում, որ դատավորը կաշառք է վերցնում անցումի տակ: Այդպես երևի չէր վարվի անգամ գյուղակադեմիայի սեմինարավարը: Երկրորդ՝ կաշառքի չափը՝ 1000 դոլար: Սա արդեն հայաստանյան սոցիալական իրականության ամենաողբերգական արտահայտումն է: Վերադառնալով բուն թեմային, փաստենք, որ գործընթացը չի կրում մասշտաբային բնույթ: Եթե մենք ուզում ենք կոնկրետ փոփոխություններ ու հստակ հանգրվան, ապա այն պետք է կրի զանգվածային բնույթ: Սա այն դեպքն է, երբ իշխանությունը պետք է դրսևորի քաղաքական կամք, ազատվի այդ բարդույթից ու սև գծից: Այդ դեպքում, իրական շանս կունենա հասարակության մեջ վերականգնելու իր սասանված հեղինակությունը: Հասկանալի է նաև, որ այդ ամենը մեկ օրում լուծելու խնդիր չէ: Ուստի, գործընթացը պետք է սկսել վերին էշելոններից: Չենք ասում, թե ռազմական կոմունիզմի քաղաքականություն կիրառելով, անխտիր պետք է գնդակահարել բոլորին: Բայց համակեցության նորմերում, գալիս է մի պահ, երբ մարդիկ պարզապես ստիպված են հրաժարվել զարտուղի ճանապարհներով ստացվող բարիքներից, ի շահ պետության հետագա գոյության: Եթե իշխանությունը չի գնում այս ուղիով, և շարունակում է փոքրիկ կոսմետիկ միջոցառումները, ապա դրանք նախընտրական ֆարս լինելուց զատ, այլ կերպ չեն ընկալվելու:
