Քննիչները բացահայտել են ԵՊՀ ուսանողների ուսման վարձերից խոշոր գումարի հափշտակումը

ՀՀ քննչական կոմիտեի ՀԿԳ քննության գլխավոր վարչությունում ձեռնարկված քննչական գործողությունների արդյունքում բացահայտվել են Երևանի պետական համալսարանի  վճարովի համակարգում սովորող ուսանողների կանխիկ վճարած ուսման վարձերից հափշտակություն կատարելու բազմաթիվ դեպքեր։

Այս մասին տեղեկացրին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից ՝ հավելելով. «Քննությամբ  բավարար ապացույցներ են ձեռք բերվել, որ հափշտակությունները կատարվել են 2008-2012թթ., որոնց հետևանքով պատճառվել է առանձնապես խոշոր չափերի՝ ավելի քան 99 մլն դրամի վնաս, պարզվել է հափշտակության մեխանիզմը։ 

Նախնական քննության տվյալներով՝ «Երևանի պետական համալսարան» ՊՈԱԿ-ի վճարովի համակարգում սովորող ուսանողներից ոմանք ուսման վարձերը վճարել են կանխիկ, որոնք ստանալու և դրամարկղ հանձնելու նյութական պատասխանատվություն են ունեցել ՊՈԱԿ-ի ավագ հաշվապահները։

Մասնավորապես՝ ուսման վարձերի կանխիկ վճարված  գումարները հավաքագրելու, դրամարկղ հանձնելու համար նյութական պատասխանատու անձ են հանդիսացել Երևան քաղաքի բնակիչներ, ավագ հաշվապահներ Կ.Սարգսյանը և Ռ.Վարդանյանը՝ համապատասխանաբար 2006 և 2008 թվականներից։

Ձեռք բերված փաստական տվյալների համաձայն՝ ավագ հաշվապահները, համալսարանի վճարովի համակարգում սովորող ուսանողներից կանխիկ ստանալով տարեկան ուսման վարձերի գումարները, կազմել և ուսանողներին են տվել վճարման կտրոններ, սակայն հավաքագրած գումարները համալսարանի դրամարկղ չեն մուտքագրել և իրենց վստահված առանձնապես խոշոր չափերով գումարները յուրացման եղանակով հափշտակել են: 

Ուսման վարձերի վճարումների վերաբերյալ դրամարկղի մուտքի օրդերներում և դրանց կից ուսման վարձերի տեղեկագրերում մուտքագրումներ չեն կատարվել, ՀԴՄ կտրոններ չեն տպվել, սակայն կատարված հափշտակությունները քողարկելու համար այդ ուսանողների տվյալները մուտքագրվել են ԵՊՀ-ում գործող ուսանողների ծրագրային բազա՝ որպես վարձավճարները վճարած ուսանողների։

Ձեռնարկված մեծածավալ քննչական գործողությունների արդյունքում բավարար ապացույցներ են ձեռք բերվել՝ նշված մեխանիզմով 2008-ից 2012 թվականների ընթացքում Կ.Սարգսյանի կողմից 468 ուսանողի, իսկ Ռ.Վարդանյանի կողմից՝ 158 ուսանողի վճարած ուսման վարձերը հափշտակելու վերաբերյալ. պատճառված վնասը կազմում է համապատասխանաբար 71.914.895 և 27.514.830 ՀՀ մլն դրամ։  

Ձեռք բերված ապացույցների համակցությամբ՝ ավագ հաշվապահներին մեղադրանք է առաջադրվել՝ ՀՀ քրեական օրենսգրքի 179-րդ հոդվածի 3-րդ մասի 1-ին կետով:
