ԼՂՀ ԱԳ նախարարն Արցախի միջազգային ճանաչումը ժամանակի հրամայական է համարում

Արցախի միջազգային ճանաչումը և ադրբեջանա-ղարաբաղյան հակամարտության խաղաղ կարգավորումը մնացել են ԼՂՀ արտաքին քաղաքական օրակարգի առաջնահերթ ուղղությունները։ Լեռնային Ղարաբաղի Հանրապետության արտաքին գործերի նախարար Կարեն Միրզոյանն այս մասին նշել է դեկտեմբերի 28-ին կայացած տարեկան ամփոփիչ մամուլի ասուլիսին։

Ինչպես տեղեկացրին ԼՂՀ արտգործնախարարության տեղեկատվական վարչությունից,  ներկայացնելով տարվա ընթացքում ԱԳՆ կողմից կատարված աշխատանքները՝  նա նաև ընդգծել է, որ ինչպես ողջ Լեռնային Ղարաբաղի Հանրապետության, այնպես էլ գերատեսչության առջև ծառացած լրջագույն մարտահրավեր հանդիսացան ապրիլի 2-ին Ադրբեջանի կողմից սանձազերծված լայնամասշտաբ ագրեսիան և դրա հետևանքների հաղթահարումը։

Այս կապակցությամբ ԱԳՆ կողմից հետևողական քայլեր են ձեռնարկվել ապրիլյան ագրեսիայի պատճառների ու հետևանքների մասին մ իջազգային հանրությանն իրազեկելու և նրա կողմից ադրբեջանական ագրեսիան և այդ ընթացքում իրագործված միջազգային մարդասիրական իրավունքի նորմերի կոպտագույն խախտումներն ու ռազմական հանցագործությունները դատապարտելու ուղղություններով։

Մասնավորապես, ԼՂՀ ԱԳՆ-ն համապատասխան հայտագրեր է տարածել տարբեր միջազգային կազմակերպություններում, ինչպես նաև օժանդակել ԼՂՀ այլ ատյանների և գերատեսչությունների տրամադրած տեղեկատվության տարածմանը։ Լրատվամիջոցների հետ տարված աշխատանքների շնորհիվ միջազգային լսարանին է ներկայացվել ագրեսիայի հետևանքով ստեղծված իրավիճակը և ադրբեջանա-ղարաբաղյան հակամարտության կարգավորման շուրջ Արցախի դիրքորոշումը։

Անդրադառնալով ադրբեջանա-ղարաբաղյան հակամարտության խաղաղ կարգավորման գործընթացին՝ Կարեն Միրզոյանը նշել է, որ, առաջին հերթին, պետք է ջանքերը կենտրոնացնել շփման գծում կայունության ու կանխատեսելիության ապահովման և բանակցությունները վերսկսելու համար անհրաժեշտ պայմանների ձևավորման վրա։ Այս ուղղությամբ լուրջ քայլ կհանդիսանա Վիեննայում և Սանկտ Պետերբուրգում ձեռք բերված պայմանավորվածությունների իրագործումը։

ԼՂՀ արտաքին քաղաքական գերատեսչության ղեկավարը վերահաստատել է, որ ադրբեջանա-ղարաբաղյան հակամարտության կարգավորման գործընթացում իրական առաջընթացի ձեռքբերումը հնարավոր է միայն բանակցային գործընթացի եռակողմ ձևաչափի վերականգնման և դրա բոլոր փուլերին ԼՂՀ անմիջական ու լիարժեք մասնակցության դեպքում։ Կարեն Միրզոյանը նշել է նաև, որ ապրիլյան ագրեսիայի ֆոնին հատկապես ակնհայտ դարձավ, որ ԼՂՀ ժողովրդի և իշխանությունների համար անընդունելի է որևէ առաջարկ, որը կարող է անգամ նվազագույն չափով սպառնալ հանրապետության անկախությանն ու անվտանգությանը։

Կարեն Միրզոյանը շեշտել է նաև, որ Արցախի միջազգային ճանաչումը ժամանակի հրամայական է՝ որպես ադրբեջանական նոր ագրեսիայի բացառման գործուն միջոց։ Արտաքին գործերի նախարարը համոզմունք է հայտնել, որ այն նաև դրական ազդեցություն կունենա ադրբեջանա-ղարաբաղյան հակամարտության խաղաղ կարգավորման վրա՝ ապահովելով խաղաղ գործընթացի անշրջելիությունը, և թույլ կտա կենտրոնանալ երկու անկախ և ինքնիշխան պետությունների խաղաղ գոյակցության համար անհրաժեշտ մեխանիզմների և պայմանների մշակման վրա։

Կարեն Միրզոյանը վստահեցրել է, որ ԼՂՀ արտաքին քաղաքական գերատեսչությունը 2017 թ. ևս կշարունակի հետևողական աշխատանքները՝ ուղղված Արցախի միջազգային ճանաչմանը և տարբեր մակարդակներում միջազգային համագործակցության ընդլայնմանը։
