Արտահանման ծավալների մեծացման հետ մեկտեղ` պետք է հետևել նաև ներքին շուկայում <<վակուումային>> խնդրի առաջ չկանգնելուն:
Երևի նկատած կլինեք, որ այս տարի շուկայում <<սեզոնային գնանկումների>> ժամանակ մի շարք մրգերի և բանջարեղենների արժեքները չնվազեցին: Դե իհարկե ես նկատի չունեմ այն ապրանքատեսակները, որոնց սակավությունը պայմանավորված էր գարնանային ցրտահարությամբ. խոսքն այն ապրանքների մասին է, որոնց արտահանման ծավալների անհամեմատ մեծացման պատճառով ներքին շուկան <<դատարկվեց>>:
Այս փաստից եղան տուժողներ և շահողներ.
ա) տուժեց ներքին սպառողը, քանի որ ապրանքների արժեքները կտրուկ բարձրացան
բ)շահեց արտադրողը, քանի որ կարողացավ իրացնել ամբողջ ապրանքը առանց կորուստների, կամ էլ՝ այնպիսի կորուստներով, որոնց
չափը չնչին է՝ օգուտի հետ համեմատած:
ԵՏՄ-ին անդամակցելը էլ ավելի է մեծացնելու այս խնդիրը: Բնական է, որ արտադրողը ընտրում է արտաքին շուկան կամ դրա հետ կապող ինչ-որ օղակի հետ համագործակցությունը, քանի որ այդ դեպքում նա չի մտածում շուկայում գների անկման, այդ տարի տվյալ ապրանքի ավելցուկի և նմանատիպ այլ հանգամանքների մասին, որոնք, ի վերջո, բերում են լճացման:
Ներքին շուկայում <<վակուում>>-ից խուսափելու համար՝ անձամբ ես տեսնում եմ 2 եղանակ.
1.Արտադրողի հետ կնքել համաձայնագիր, որի դեպքում նրա արտադրանքը արտաքին շուկա դուրս գալուց կստանա որոշակի արտոնություններ, բայց նա կպարտավորվի արտահանման հետ մեկտեղ իր արտադրանքի x-% սպառել ներքին շուկայում:
2.Մանր և միջին արտադրություն ունեցողները չփորձեն արտաքին շուկա դուրս գալ և դրա տեղը սկսեն ներքին շուկան զարգացնել և լրացնել դեֆիցիտը, որն անպայման առաջանալու է խոշորների արտահանման պատճառով: Համոզված եմ, որ այս տարբերակում կշահեն թե նրանք, թե հասարակ սպառողը, քանի որ.
ա) սպառողը կշահի. որևէ ապրանքի դեֆիցիտ չի լինի շուկայում, ու արժեքներն էլ կմնան խելամիտ գների սահմաններում
բ) խոշորների բացակայության պայմաններում՝ շուկայում առաջացած դեֆիցիտը լրացնելու ժամանակ էլ մանր ու միջին արտադրողները չեն կանգնի լճացման վտանգի առաջ
Հ.Գ. Շուկայի <<վակուումային վիճակն>> ու լճացումը հավասարապես վտանգավոր ու խնդրհարույց են, քանի որ դրանցից յուրաքանչյուրի առկայության դեպքում տուժում է բնակչության մի որևէ մասը:
